Kourtney Jackson of Warren was cited by the state Bureau of Enforcement and Taxpayer Assistance on Feb. 26 with doing business without a license in the city of Warren.
Public drunkenness. Eric F. Yeager, 62, of Warren was cited for public drunkenness Feb. 27 by Warren city police officers for an incident that allegedly took place Feb. 25 in Warren.
Public drunkenness. Nickolas D.J. Harvey, 28, of Pittsfield was cited for public drunkenness Feb. 26 by Warren city police officers for an incident that allegedly took place Feb. 22 in Warren.
Harassment. Wade Lewis of Warren was charged with harassment – subjecting another to physical contact Feb. 25 by Warren city police officers after an incident that allegedly took place Feb. 12.
Harassment. Cody Hankinson of Sheffield was charged with harassment – subjecting another to physical contact Feb. 25 by Warren city police officers after an incident that allegedly took place Feb. 22 in Warren.
Harassment. Robert Brown, 41, of Warren was charged with harassment – subjecting another to physical contact Feb. 25 by Warren city police officers after an incident that allegedly took place Feb. 19 in Warren.
DUI. Crystal Haight, 44, of Warren was charged with DUI: general impairment/incapable of driving safely – first offense, DUI: High rate of alcohol (BAC .10-.16%) – first offense; careless driving and period for requiring lighted lamps Feb. 26 by Warren city police officers after a traffic stop Feb. 22 in the city of Warren.
Criminal Trespass. Jeremiah A. Smith, 32, of Warren was charged with third-degree felony criminal trespass – entering a structure Feb. 28 by Warren city police officers. Bail was set at $25,000 by Magisterial District Judge Raymond Zydonik and Smith was taken to the county jail after being unable to post bail.
DUI. Gregg J. Stanton, 34, of Clarendon was charged March 3 by the State Police at Warren with three counts of driving under the influence of alcohol/controlled substances, DUI/unsafe driving and four traffic citations on Jan. 23 in Sheffield Township.
Harassment. Donald K. Messenheimer, 66, of Youngsville was charged with harassment – communicating repeatedly in another manner on March 2 by Youngsville police officers for an incident in the city of Warren. Messenheimer, who was recently placed on probation by Judge Maureen Skerda, was taken to the Warren County Prison after he was unable to post $10,000 bail.

Business License. Richard Fergus, 57, of Sheffield was cited by the state Bureau of Enforcement and Taxpayer Assistance on Feb. 27 with doing business without a license in Mead Township.
Harassment. Justine E. Sell, 34, of Warren was charged with harassment – subjecting another to physical contact Feb. 27 by the State Police at Warren for an incident that allegedly took place Feb. 27 in Conewango Township.
Harassment. Jeffrey L. Rowley, 43, of Sugar Grove was charged with harassment – course of conduct with no legitimate purpose March 1 by the State Police at Warren for an incident that allegedly took place Feb. 23 in Sugar Grove Borough.
Marijuana Possession. Sunn R. Ryder, 36, of Warren was charged with marijuana – small amount personal use, use or possession of drug paraphernalia and no headlights by the State Police at Warren on March 3 after a traffic stop on Feb. 23 in Conewango Township.
W. WARREN COUNTY – DISTRICT JUDGE TODD WOODIN
Felony Assault. Scott A. Welch, 53, of Youngsville was charged by Youngsville police with first-degree felony aggravated assault, terroristic threats with intent to terrorize another recklessly endangering another person, simple assault and harassment Feb. 26 after an incident that allegedly took place Feb. 13 in Youngsville Borough. Welch was arraigned by Magisterial District Judge Todd Woodin and sent to the Warren County Jail on $75,000 bail on Feb. 28.
Marijuana possession. Robert R. Heeter, 36, of Oil City was charged with possession and use of small amounts of marijuana or drug paraphernalia March 3 by Youngsville police officers in Youngsville Borough.
Harassment. Zacherey D. Rigard, 26, of Youngsville was charged with harassment – subjecting another to physical contact on March 3 by Youngsville police officers after an incident that allegedly took place Feb. 28.
Drug Possession. Kayla N. Quick, 39, of Seneca, Pa., was charged with four counts of intentional possession of a controlled substance by a person not registered, possession of marijuana, use of possession of drug paraphernalia, three counts of endangering the welfare of children – parent/guardian/other commits offense, driving while operating privileges suspended or revoked, driving an unregistered vehicle and restraint systems – child booster seat March 1 by Youngsville police officers in Youngsville Borough. Quick was arraigned by Magisterial District Judge Todd Woodin. Bail was set at $50,000 unsecured.
