C. WARREN COUNTY — DISTRICT JUDGE RAYMOND ZYDONIK

Cody S. Phinney, 30, Clarendon, was charged by City of Warren police on Dec. 19 with fraud to alter title, registration or insurance, fleeing or attempting to elude an officer, two counts of recklessly endangering another person six counts of possession of drug paraphernalia and 12 traffic offenses from an incident that occurred on Dec. 9 the City of Warren.

David A. Wolfe, 28, Kane, Pa., was charged by City of Warren police on Dec. 18 with driving on a DUI-related suspended license from an incident that occurred on Nov. 16 in the CIty of Warren.

David H. Rulander, 51, Warren, was charged by Warren-based Pennsylvania State Police on Dec. 21 with defiant trespass, disorderly conduct and criminal trespass from an incident that occurred on Dec. 21 in Pine Grove Twp.

Druex A. Seeley, 25, Celeron, NY, was charged by Warren-based Pennsylvania State Police on Dec. 19 with two counts of DUI and drive traffic offenses from an incident that occurred on Dec. 17 in Conewango Twp.
