Fraud. Travis M. Barnett, 35, Warren, was charged by City of Warren police on Nov. 16 with fraud to alter a title, registration or insurance from an incident that occurred on Nov. 6 in the City of Warren.

Possession. Austin M. Brown, 25, Warren, was charged by City of Warren police on Nov. 16 with possession of a controlled substance and possession of drug paraphernalia from an incident that occurred on Nov. 5 in the City of Warren.

DUI. Kenneth E. Eckstrom, 78, Sheffield, was charged by Warren-based Pennsylvania State Police on Nov. 17 with two counts of DUI and a traffic violation from an incident that occurred on Oct. 15 in Sheffield Twp.

Assault. Kurtis A. Groves, 32, Youngsville, was charged by City of Warren police on Nov. 13 with simple assault from an incident that occurred on Nov. 8 in the City of Warren.

False reports. Jonah E. Kirkpatrick, 19, Warren, was charged by City of Warren police on Nov. 16 with false reports and disorderly conduct from an incident that occurred on Nov. 13 in the City of Warren.

DUI. Tyler D. Phelps, 28, Warren, was charged by City of Warren police on Nov. 17 with three counts of DUI and a traffic violation from an incident that occurred on Oct. 24 in the City of Warren.

DUI. Daniel E. Ristau, 37, Warren, was charged by City of Warren police on Nov. 16 with three counts of DUI, possession of marijuana, three counts of possession of drug paraphernalia and four traffic offenses from an incident that occurred on Oct. 25 in the City of Warren.

Criminal mischief. Gabriel J. Rowles, 38, Warren, was charged by City of Warren police on Nov. 16 with criminal mischief from an incident that occurred on Sept. 23 in the City of Warren.

DUI. Luther D. Wenzel, 26, Youngsville, was charged by City of Warren police on Nov. 16 with two counts of DUI, possession of drug paraphernalia and a traffic offense from an incident that occurred on Oct. 21 in the City of Warren.

N. WARREN COUNTY –

Fleeing or eluding. Jody J. Baran, 42, Youngsville, was charged by Warren-based Pennsylvania State Police on Nov. 17 with fleeing or eluding police, DUI, two counts of possession of a controlled substance, institutional vandalism, criminal mischief – damage property and 127 traffic offenses from an incident that occurred on Nov. 16 Mead Twp. Baran was also charged by state police on Nov. 17 with accidents involving damage to attended vehicle or property and three traffic offenses from an incident that occurred on Nov. 8 in Mead Twp.

Retail theft. Sean R. Evans, 52, Jordan, NY, was charged by Conewango Township police on Nov. 14 with retail theft from an incident that occurred on Aug. 27 in Conewango Twp.

DUI. Sawyer T. Lawson, 18, Warren, was charged by Warren-based Pennsylvania State Police on Nov. 16 with two counts of DUI and four traffic violations from an incident that occurred on June 24 in Glade Twp.

DUI. Melissa M. Kaminski, 41, Westfield, NY, was charged by Warren-based Pennsylvania State Police on Nov. 17 with two counts of DUI and four traffic violations from an incident that occurred on Nov. 4 in Conewango Twp.

W. WARREN COUNTY –

Receiving stolen property. Rodney S. Birt, 54, Bear Lake, was charged by Corry-based Pennsylvania State Police on Nov. 18 with receiving stolen property from an incident that occurred on Nov. 18 in Bear Lake Borough.

Statement under penalty. Janette M. Coyle, 61, Centerville, Pa., was charged by Corry-based Pennsylvania State Police on Nov. 16 with statement under penalty and sell or transfer of firearm – false written statement from an incident that occurred on Sept. 17 in Columbus Twp.

Strangulation. Ryan M. English, 30, Warren, was charged by Warren-based Pennsylvania State Police on Nov. 13 with strangulation, simple assault and harassment from an incident that occurred on Nov. 13 in Glade Twp.

Assault. Steven R. Snyder, 35, Warren, was charged by Warren-based Pennsylvania State Police on Nov. 14 with aggravated assault, simple assault, terroristic threats and harassment from an incident that occurred on Nov. 14 in Pittsfield Twp.
