Strangulation. Rocky A. Fiscus, 32, Warren, was charged by City of Warren police on Oct. 1 with strangulation, endangering the welfare of children, simple assault, possession of drug paraphernalia and harassment from an incident that occurred on Oct. 1 in the City of Warren.

Institutional vandalism. George A. Flasher, 21, Warren, was charged by City of Warren police on Oct. 3 with institutional vandalism from an incident that occurred on Sept. 27 in the City of Warren.

Retail theft. Sara L. Asel, 38, Warren, was charged by Conewango Township police on Oct. 2 with retail theft from an incident that occurred on Sept. 22 in Conewango Twp.

DUI. Garland D. Haines, III, 36, Sugar Grove, was charged by Warren-based Pennsylvania State Police on Oct. 2 with two counts of DUI and a traffic violation from an incident that occurred on Sept. 9 in Conewango Twp.

DUI. Dale A. Harkins, 32, Sugar Grove, was charged by Warren-based Pennsylvania State Police on Sept. 28 with two counts of DUI and two traffic violations from an incident that occurred on Sept. 13 in Sugar Grove Twp.

Access device fraud. Alicia M. Sprohar, 43, Tiona, was charged by Warren-based Pennsylvania State Police on Oct. 2 with access device fraud from an incident that occurred on Dec. 22, 2022 in Mead Twp.

Possession. Jeffery S. Foster, 63, Grand Valley, was charged by Warren-based Pennsylvania State Police on Oct. 5 with possession of drug paraphernalia from an incident that occurred on Sept. 20 in Southwest Twp.

Possession. Eric J. Seth, 24, Corry, Pa., was charged by Corry-based Pennsylvania State Police on Oct. 5 with possession of marijuana, possession of drug paraphernalia and two traffic violations from an incident that occurred on Sept. 2 in Freehold Twp.

DUI. Mason R. Silvis, 35, Tidioute, was charged by Warren-based Pennsylvania State Police on Oct. 3 with DUI and six traffic violations from an incident that occurred on June 10 in Limestone Twp.

Possession. Joel Webster, 26, Pittsfield, was charged by Corry-based Pennsylvania State Police on Oct. 5 with possession of marijuana and possession of drug paraphernalia from an incident that occurred on Sept. 2 in Freehold Twp.

Pittsfield Twp.

Burglary. Warren-based Pennsylvania State Police report that someone forced entry into several outbuildings at IA Construction, Garland, between Sept. 29 and Oct. 2 and stole tools. Anyone with information is asked to contact state police or the Warren County Crime Stoppers.

Pleasant Twp.

Found property. Warren-based Pennsylvania State Police report that a silver ring was found in the parking lot area of 161 Pleasant Dr. and was turned in to the state police. Anyone missing the ring is asked to call state police and provide proof showing ownership.

Southwest Twp.

Theft. Warren-based Pennsylvania State Police report that mail was taken from a Hunter School Rd. mailbox between Oct. 2 and Oct. 3. Anyone with information is asked to call state police or the Warren County Crime Stoppers.
