¯ Possession. Justin L. Morley, 39, Warren, was charged by City of Warren police on Aug. 8 with possession of marijuana and two traffic offenses from an incident that occurred on Aug. 1 in the City of Warren.

¯ Drug-free urine. Samantha S. Phillips, 33, Warren, was charged by City of Warren police on Aug. 11 with furnishing drug-free urine and three traffic violations from an incident that occurred on July 25 in the City of Warren.

¯ Possession. Robert T. Wingard, 31, Warren, was charged by City of Warren police on Aug. 11 with possession of drug paraphernalia from an incident that occurred on Aug. 1 in the City of Warren.

¯ Possession. Jacob A. Zaner, 31, Warren, was charged by City of Warren police on Aug. 1 with two counts of possession of marijuana, 15 counts of possession of drug paraphernalia and driving on a suspended license from an incident that occurred on July 9 in the City of Warren.

¯ DUI. Thad Christian, 55, Pittsburgh, Pa., was charged by Warren-based Pennsylvania State Police on Aug. 10 with two counts of DUI and two traffic violations from an incident that occurred on Aug. 10 in Conewango Twp.

¯ DUI. James L. Connolly, 47, Clarendon, was charged by Warren-based Pennsylvania State Police on Aug. 4 with three counts of DUI and 13 traffic violations from an incident that occurred on June 20 in Clarendon.

¯ Possession. Jeffrey S. Pinchock, 50, Port Allegany, Pa., was charged by Warren-based Pennsylvania State Police on Aug. 4 with possession of marijuana, possession of drug paraphernalia and a traffic violation from an incident that occurred on July 30 in Conewango Twp.

¯ DUI. Paul M.I. Smith, 19, Youngsville, was charged by Warren-based Pennsylvania State Police on Aug. 4 with three counts of DUI and summary violations from an incident that occurred on July 15 in Farmington Twp.

¯ Possession. Robert E. Herr, Jr., 28, Conneaut Lake, Pa., was charged by Corry-based Pennsylvania State Police on Aug. 1 with possession of marijuana and two traffic violations from an incident that occurred on May 26 in Columbus Twp.

¯ DUI. Trevor S. Menteer, 44, Ludlow, Pa., was charged by Warren-based Pennsylvania State Police on Aug. 8 with two counts of DUI and driving on a suspended license from an incident that occurred on July 4 in Deerfield Twp.
