Woman charged after kicking officer in face

A Warren woman has been charged with aggravated assault following a Sunday incident in North Warren.

Christine Fulmer, 20, of Warren, is charged with aggravated assault, resisting arrest, and disorderly conduct.

According to the affidavit of probable cause, Conewango Township Police responded to two calls for a woman in traffic on Route 62 at 3:45 and 4:11 p.m. Sunday.

Police found Fulmer matching the description given. She cooperated with initial commands – to stop and get on the ground, according to police.

After she was handcuffed, she tried to get out of the handcuffs and “had to be carried” to a patrol vehicle “and struggled” with officers, according to the affidavit.

When they were unable to get Fulmer into the patrol vehicle, the began to carry her to a security van, police said. “When picking Fulmer up, she kicked (a City of Warren Police officer) in the side of his face.”

The officer was found to have a broken orbital bone, according to the affidavit.

Fulmer was arraigned Monday before District Judge Laura Bauer and taken to Warren County jail after failing to post $25,000 bail.
