Harassment. Emmett G. Confer, 48, was charged by City of Warren police on Nov. 4 with harassment from an incident that occurred on Oct. 18 in the City of Warren. Online court records show that he pleaded guilty to the charge on Nov. 10.

Offensive weapons. Kurtis A. Groves, 31, Warren, was charged by City of Warren police on Nov. 8 with an offensive weapons violation from an incident that occurred on Oct. 12 in the City of Warren.

DUI. Thomas D. Bulard, 72, Youngsville, was charged by Youngsville Borough police on Nov. 9 with two counts of DUI and two traffic violations from an incident that occurred on Nov. 2 in Youngsville Borough.

Criminal mischief. Warren-based Pennsylvania State Police reported that someone struck a Depot St. residence with a BB or pellet fired from an air rifle/pistol. Anyone with information is asked to contact state police or the Warren County Crime Stoppers.

Found property. Warren-based Pennsylvania State Police located a sum of money in the area of Front St. and Oakview Rd. on Nov. 2 shortly after midnight. Anyone with information is asked to contact state police.
