Offensive weapons. Kurtis A. Groves, 31, Warren, was charged by City of Warren police on Nov. 8 with an offensive weapons violation from an incident that occurred on Oct. 12 in the City of Warren.

DUI. Thomas D. Bulard, 72, Youngsville, was charged by Youngsville Borough police on Nov. 9 with two counts of DUI and two traffic violations from an incident that occurred on Nov. 2 in Youngsville Borough.

Criminal mischief. Warren-based Pennsylvania State Police reported that someone struck a Depot St. residence with a BB or pellet fired from an air rifle/pistol. Anyone with information is asked to contact state police or the Warren County Crime Stoppers.
