Resisting arrest. Brandon L. Shirley, 35, Youngsville, was charged by Warren-based Pennsylvania State Police on July 27 with flight to avoid apprehension, resisting arrest and possession of a controlled substance from an incident that occurred on July 16 in Brokenstraw Twp.
