Sentences handed down in Warren County Court
There were 17 defendants sentenced in Warren County Court on Friday, one to state prison, and a bench warrant was issued for another.
Jason A. Seybert, 43, of Youngsville, will spend up to three years in state prison on a charge of tampering with records.
He was sentenced by Judge Maureen Skerda to 13 to 36 months in prison – eligible for the Recidivism Risk Reduction Initiative (RRRI), costs of prosecution, a $1,000 fine, $400 in fees, and submit a DNA sample to Pennsylvania State Police (PSP), for the tampering charge; a $300 fine and $45 surcharge for driving without required financial responsibility; and to one year of probation to be served consecutive to the prison term, costs of prosecution, a $500 fine, $275 in fees, follow through with mental health treatment, 60 hours of community service, no contact with the victim, and $8.48 in restitution for retail theft.
Skerda altered an existing sentence, making it a state prison sentence to also be served consecutively.

¯ Michael J. Garrett, 29, to 48 hours of house arrest with electronic monitoring and the balance of six months of probation, costs of prosecution, $625 in fees, a $500 fine, attend and pay for the county’s Alcohol Highway Safety School (AHSS) and Victim Impact Panel (VIP), a 12-month driver license suspension, and 30 hours of community service, for DUI: general impairment — first offense; and a $25 fine and $45 surcharge for disregard traffic lane. He was also ordered to undergo an immediate COVID-19 rapid test.
¯ Charles W. Allison, 51, to 12 days to two years minus one day in Warren County jail with credit for 12 days served — eligible for immediate parole, costs of prosecution, a $500 fine, $400 in fees, submit a DNA sample to PSP, continue with drug and alcohol treatment, attend the cognitive education program (COG), and 50 hours of community service, for simple assault.
¯ James L. Bugbee, 39, two days to two years minus one day in Warren County jail with credit for two days served — eligible for immediate parole, costs of prosecution, a $750 fine, $675 in fees, submit a DNA sample to PSP, and 70 hours of community service, for firearms not to be carried without license.
¯ Kurtis A. Groves, 30, to 163 days to two years minus one day in Warren County jail — with parole to be served on house arrest with electronic monitoring, costs of prosecution, a $500 fine, $525 in fees, submit a DNA sample to PSP, restitution of $100, and continue with drug and alcohol and mental health treatment, for simple assault; one year of probation including six months of house arrest and six months of general supervision, for recklessly endangering another person; and one year of probation, costs of prosecution, a $300 fine, and $200 in fees, for disorderly conduct.
¯ Jennifer Haskell, no date of birth provided, of Sugar Grove, to three months to one year in Warren County jail — work release and early re-entry eligible, two years of consecutive probation, costs of prosecution, a $1,000 fine, $550 in fees, submit a DNA sample to PSP, continue and complete drug and alcohol treatment, attend the COG program, and 100 hours of community service, for neglect of care-dependent individual; one year of consecutive probation for procuring drugs for self by false statement; a consecutive term of 5.5 to 11 months in Warren County jail — work release and early re-entry eligible with credit for 118 days served for furnishing fraudulent information; one year of consecutive probation for theft by deception; and one year of consecutive probation for possession of a controlled substance.
¯ Carrie Keech, 21, to costs of prosecution, $500 in fees, and restitution of $380.53, for retail theft.
¯ Dustin S. Morningstar, 23, to 48 hours in Warren County jail — work release eligible, six months probation, costs of prosecution, $425 in fees, a $500 fine, 12-month drivers license suspension, attend and pay for AHSS and VIP, continue drug and alcohol counseling, and 15 hours of community service, for DUI: high rate — first offense; three years of consecutive probation, submit a DNA sample to PSP, and 50 hours of community service, for criminal trespass; and 47 to 90 days in Warren County jail with credit for 47 days served, a $300 fine, $262 in restitution, costs of prosecution, an anger management assessment, and no contact with the victim, for harassment.
¯ Neil R. Morrison, 25, to six months probation, attend and pay for AHSS and VIP, a $300 fine, $625 in fees, and 30 hours of community services, for DUI: general impairment – first offense; and a $25 fine and $45 surcharge for no rear lights.
¯ Chad D. Nudd, 51, to 240 days to two years minus one day in Warren County jail with credit for 240 days served – eligible for immediate parole, one year of consecutive probation, costs of prosecution, a $500 fine, $525 in fees, submit a DNA sample to PSP, a mental health evaluation, no contact with the victims, and 100 hours of community service, for accidents involving personal injury; costs of prosecution, a $300 fine, $225 in fees, restitution of $150 (joint and several with Nolan Nudd), and no contact with the victims, for harassment.
¯ Nolan D.R. Nudd, 20, to 217 days to two years minus one day — with credit for 217 days — to be served concurrently with an existing sentence, costs of prosecution, $275 in fees, a $500 fine, continue a mental health regimen, 75 hours of community service, and $150 in restitution (joint and several with Chad Nudd), for recklessly endangering another person; one year of consecutive probation, and no contact with the victims, for simple assault; and 18 days to two years minus one day in Warren County jail — with credit for 18 days — eligible for immediate parole, costs of prosecution, a $375 fine, $400 in fees, submit a DNA sample to PSP, 15 hours of community service, and no contact with the victim, on another count of simple assault.
¯ Darrel E. Peterson, 70, to six months probation including 48 hours of house arrest with electronic monitoring, attend and pay for AHSS and VIP, costs of prosecution, $550 in fees, a $500 fine, a 12-month driver license suspension, and 15 hours of community service, for DUI: high rate – first offense; a $25 fine and $45 surcharge for careless driving; and a $300 fine and $45 surcharge for operating a vehicle without required financial responsibility.
¯ Leroy T. Phelps, 26, to one year of probation, costs of prosecution, $525 in fees, a $350 fine, submit a DNA sample to PSP, a mental health evaluation and healthy relationships evaluation, and 30 hours of community service, for simple assault; and 102 days to two years minus one day in Warren County jail — with credit for 102 days served — eligible for immediate parole, costs of prosecution, a $350 fine, $275 in fees, an anger management evaluation, 30 hours of community service, and no contact with the victim, for simple assault.
¯ Jeffrey L. Rowley, 40, to costs of prosecution, a $25 fine, and $320 in fees, for no rear lights; and a $300 fine for operating a vehicle without required financial responsibility.
¯ Megan J. Sanders, 29, to six months probation including 72 hours in Warren County jail with credit for one day served, costs of prosecution, a $1,000 fine, $550 in fees, a 12-month drivers license suspension, attend and pay for AHSS and VIP, a drug and alcohol evaluation, and 15 hours of community service, for DUI: controlled substance — first offense; one year of probation, and a $100 fine, for possession of a controlled substance; a $300 fine, and $45 surcharge, operating a vehicle without required financial responsibility; a $25 fine and $45 surcharge for operating a vehicle without valid inspection; and a 3-month consecutive drivers license suspension, a $500 fine, and $45 surcharge, for fraudulent use or removal of plate.
¯ Joshua J. Stillwell, 40, to six to 12 months in Warren County jail — work release and early re-entry eligible, costs of prosecution, a $500 fine, $275 in fees, a mental health evaluation, and 70 hours of community service, for possession of a controlled substance.
¯ Cameo L. Stockwell, 40, to one year of probation, costs of prosecution, a $400 fine, $425 in fees, and 30 hours of community service, for possession of a controlled substance; and one year of concurrent probation, and $225 in fees, for possession of drug paraphernalia.
¯ Katie L. Wynn, 39, to one year of probation, costs of prosecution, a $500 fine, $250 in fees, continue drug and alcohol and mental health treatment, and 50 hours of community service, for possession of a controlled substance.
A bench warrant was issued for the arrest of Kevin W. Bremiller Jr., 33, for failure to appear in sentence court. Bremiller entered a guilty plea in September to possession with intent to deliver, and possession of drug paraphernalia.
