Possession. Ryan M. Rarer, 40, Franklin, Pa., was charged by City of Warren police on July 6 with possession of a controlled substance and possession of drug paraphernalia from an incident that occurred on July 6 in the City of Warren.

Possession. Debra L. Ruffner, 52, Franklin, Pa., was charged by City of Warren police on July 6 with possession of a controlled substance, possession of marijuana and possession of drug paraphernalia from an incident that occurred on July 6 in the City of Warren.

Resisting arrest. Bruce D. Campbell, 76, Clarendon, was charged by Warren-based Pennsylvania State Police on July 7 with resisting arrest from an incident that occurred on June 1 in Sheffield Township.

Resisting arrest. James L. Sturdevant, 21, Warren, was charged by Warren County Detectives with resisting arrest, disorderly conduct and public drunkenness from an incident that occurred on June 25 in the City of Warren.

Simple assault. Andrew P. Nicholson, 35, Warren, was charged by City of Warren police on July 5 with simple assault from an incident that occurred on July 2 in the City of Warren.

Warren County

Warrant arrest. Joshua Kelly, 33, Waterford, Pa., was arrested by Warren County Sheriff’s Deputies on July 6 at 3:45 p.m. on a bench warrant for failure to appear for court. He was placed in the county jail pending further court action.
