Man charged with assault, strangulation from domestic

An early Friday domestic incident has a Warren man facing aggravated assault and strangulation charges.

Donald W. Moats, 53, 7 Hinkle St. was charged overnight by City of Warren police. Officers were dispatched to the residence just after midnight.

The victim told police that a verbal dispute turned physical when Moats allegedly “got mad and shoved her to the ground and struck her head against the floor numerous times causing significant swelling and bruising above her right eye.”

The victim also reported that Moats “struck her in the body with his closed fist while she was laying on the floor.”

Police spoke with Moats who allegedly reported that “he choked the victim with his hands trying to get her out of his way.”

The victim explained that Moats “placed his hands around her throat and applied pressure causing her to almost lose breathe (sic) and gasp for air.”

Moats faces charges of aggravated assault and strangulation, both felonies, as well as a count of simple assault.

Online court records show Moats was arraigned shortly after 2 a.m. by District Judge Laura Bauer. He was released on non-monetary conditions.
