Parker, 23, Harborcreek, Pa., was charged by City of Warren police on Dec. 29 with possession/sale/use display documents, driving while operating privilege suspended or revoked, driving an unregistered vehicle, improper display plate and operating a vehicle without valid inspection from an incident that occurred on Dec. 27 in the City of Warren.

Possession with intent to deliver. Abigail A. Higgins, 31, Warren, was charged by Conewango Township police on Dec. 31 with possession with intent to deliver and criminal use of a communications facility from an incident that occurred on Aug. 13 in the City of Warren.

Winslow, 28, Warren, was charged by Warren-based Pennsylvania State Police on Dec. 29 with marijuana — small amount personal use, driving an unregistered vehicle, fail to notify police of accident/injury or death, fail to keep right, driving at safe speed, depositing waste on highway and abandoning vehicle on highway from an incident that occurred on Dec. 4 in Mead Twp.
