Conspiracy. Zachery A. Smith, 32, Warren, was charged by City of Warren police on Oct. 13 conspiracy (possession with intent to deliver) from an incident that occurred on Oct. 12 in the City of Warren.

Possession. Julie R. Swanson, 61, Warren, was charged by City of Warren police on Oct. 14 with possession of a controlled substance and possession of drug paraphernalia from an incident that occurred on Oct. 10 in the City of Warren.

Theft. Emily A. Skaggs, 25, Warren, was charged by City of Warren police on Oct. 14 with theft by unlawful taking, receiving stolen property and retail theft from an incident that occurred on Sept. 14 in the City of Warren.

Harassment. Paul R. Dawson, 54, Warren, was charged by Warren-based Pennsylvania State Police on Oct. 16 with harassment — communicating lewd, threatening, etc. language and disorderly conduct — obscene language gesture from an incident that occurred on Sept. 15 in Sheffield Twp.

Possession with intent to deliver. Alexis L. Fehlman, 22, Tiona, was charged by City of Warren police on Oct. 12 with possession with intent to deliver, two counts of possession of a controlled substance, possession of drug paraphernalia, five counts of criminal use of a communications facility and marijuana — small amount personal use from an incident that occurred on Oct. 12 in the City of Warren. At a second docket, Fehlman was charged with possession of controlled substances — contraband/inmate, possession of a controlled substance and possession of drug paraphernalia from an incident that occurred on Oct. 12 also in the City of Warren.

Retail theft. Amber L. Albaugh, 33, Sheffield, was charged by Conewango Township police on Oct. 13 with retail theft and driving while operating privilege is suspended or revoked from an incident that occurred on Oct. 1 in Conewango Twp.

Possession. Elijah K. Johnson, 28, Clarendon, was charged by Conewango Township police on Oct. 14 with possession of a controlled substance, possession of drug paraphernalia and driving without a license from an incident that occurred on Sept. 25 in Conewango Twp.

Possession. Chelsey R. Lindstrom, 29, Clarendon, was charged by Conewango Township police on Oct. 14 with possession of a controlled substance and possession of drug paraphernalia from an incident that occurred on Sept. 25 in Conewango Twp.

Retail theft. Joseph W. Letendre, 35, Sheffield, was charged by Conewango Township police on Oct. 14 with retail theft and theft by deception from an incident that occurred on Oct. 8 in Conewango Twp.

Criminal trespass. Barry A. Seither, 28, Warren, was charged by City of Warren police on Oct. 15 with criminal trespass — break into structure, criminal mischief and disorderly conduct from an incident that occurred on Oct. 15 in the City of Warren.

Retail theft. Katie E. Kramer, 37, Youngsville, was charged by Conewango Township police on Oct. 16 with retail theft from an incident that occurred on Sept. 2 in Conewango Twp.

DUI. Andrew D. Davidson, 21, Irvine, was charged by Warren-based Pennsylvania State Police on Oct. 16 with DUI: General impairment — incapable of safe driving — first offense, DUI: High rate of alcohol — first offense, purchase, etc. alcoholic beverage by a minor, duties at stop sign and careless driving from an incident that occurred on July 17 in Farmington Twp.

Peck, 27, Sinclairville, NY, was charged by Warren-based Pennsylvania State Police on Oct. 16 with marijuana — small amount personal use, possession of drug paraphernalia, DUI: Controlled substance — Schedule I — first offense, driving while operating privilege suspended or revoked and careless driving from an incident that occurred on Aug. 13 in Conewango Twp.

DUI. Brian S. Ott, 40, Sugar Grove, was charged by the Warren County Sheriff’s Office on Oct. 19 with DUI: General impairment — incapable of safe driving — first offense, DUI: Highest rate of alcohol — first offense, duties at stop sign and driving without a license from an incident that occurred on Sept. 10 in Sugar Grove Borough.

Jordan, 43, Russell, was charged by Youngsville Borough police on Oct. 19 with DUI: General impairment — incapable of safe driving — first offense, DUI: Controlled substance — Schedule II or III — first offense, DUI: Controlled substance — metabolite — first offense, DUI: Controlled substance — impaired ability — first offense and no headlights from an incident that occurred on Sept. 12 in Conewango Twp.

Theft. William P. Nobles, 35, Youngsville, was charged by Warren-based Pennsylvania State Police on Oct. 19 with theft by unlawful taking from an incident that occurred on Oct. 15 in Farmington Twp.

Western Warren County — District Justice Todd Woodin

DUI. James D. Edmisten, 52, Sugar Grove, was charged by Youngsville Borough police on Oct. 13 with DUI: Highest rate of alcohol — first offense, DUI: General impairment/incapable of safe driving — first offense, careless driving, driving without a license, fail to keep right and careless driving from an incident that occurred on Sept. 28 in Youngsville Borough.

DUI. Justin D. Oaks, Titusville, was charged by Youngsville Borough police on Oct. 13 with three counts of endangering the welfare of children, DUI: Controlled substance — Schedule I — first offense and possession of drug paraphernalia from an incident that occurred on Sept. 12 in Youngsville Borough.

Retail theft. Megan M. Jones, Ashville, NY, was charged by Warren-based Pennsylvania State Police on Oct. 17 with retail theft from an incident that occurred on Oct. 17 in Conewango Twp.

Retail theft. Tiffany C. Bindics, 39, Jamestown, NY, was charged by Warren-based Pennsylvania State Police on Oct. 17 with retail theft from an incident that occurred on Oct. 17 in Conewango Twp.

Aggravated assault. Brenda M. Cioffi, 51, Corry, Pa., was charged by Warren-based Pennsylvania State Police on Oct. 18 with aggravated assault and harassment from an incident that occurred on Oct. 18 in Spring Creek Twp.

Glade Twp.

Theft. Warren-based Pennsylvania State Police responded to a Conewango Ave. address on Oct. 7 for a report that a 50-year-old Warren woman had $3,723.56 theft from her Cash App account. Police say the case is currently under investigation.

Theft. Warren-based Pennsylvania State Police say that a 65-year-old female, Cobham Park Rd., reported that someone had registered for unemployment in North Carolina using her identity. The case is currently under investigation.

Clarendon

Theft. Warren-based Pennsylvania State Police say they are investigating a scam conducted on Facebook that resulted in money being sent in the U.S. Mail. Police identify the victim as a 67-year-old female, Chapman Dam Rd., Clarendon, and say the investigation is ongoing.
