Finch, 45, Jamestown, N.Y., was charged by City of Warren police on Sept. 21 with three counts each of possession with intent to deliver, criminal use of a communications facility and possession of a controlled substance from an incident that occurred on June 9 in the City of Warren.
Possession with intent to deliver. Michael Whipple, 41, Warren, was charged by City of Warren police on Sept. 21 with possession with intent to deliver, 10 counts of criminal use of a communications facility and a count of possession of a controlled substance from an incident that occurred on Sept. 21 in the City of Warren.
