Theft. Ellen S. Shepherd, 68, Warren, was charged by City of Warren Police on Sept. 25 with theft by unlawful taking and receiving stolen property from an incident that occurred on Sept. 23 in the City of Warren.

Northern Warren

County — District Judge Laura Bauer

Marijuana possession. Jose A. Rodriguez, 27, Youngsville, was charged by Conewango Township police on Sept. 22 with marijuana — small amount personal use and possession of drug paraphernalia from an incident that occurred on Sept. 15 in Conewango Township.

Marijuana possession. Michael C. Lee, 32, Warren, was charged by Conewango Township police on Sept. 22 with marijuana — small amount personal use and possession of drug paraphernalia from an incident that occurred on Sept. 20 in Conewango Township.

Possession. Amanda N. McClellan, 37, Warren, was charged by Warren-based Pennsylvania State Police on Sept. 23 with possession of drug paraphernalia from an incident that occurred on Sept. 14 in Mead Township.

Western Warren

County — District Judge Todd Woodin

Possession with intent to deliver. Scott A. Finch, 45, Jamestown, N.Y., was charged by City of Warren police on Sept. 21 with three counts each of possession with intent to deliver, criminal use of a communications facility and possession of a controlled substance from an incident that occurred on June 9 in the City of Warren.

Possession with intent to deliver. Michael Whipple, 41, Warren, was charged by City of Warren police on Sept. 21 with possession with intent to deliver, 10 counts of criminal use of a communications facility and a count of possession of a controlled substance from an incident that occurred on Sept. 21 in the City of Warren.
