Sexual offender pleads for failing to register

A convicted sexual offender from Colorado has pled guilty to failing to register with authorities after he moved to Warren.

Vincent A. Cisneros, 33, entered the plea to transient — fail to register with the Pennsylvania State Police on Thursday before President Judge Maureen Skerda.

According to the Pennsylvania State Police Megan’s Law website, Cisneros has been an offender since 2013 on the charge of “internet luring of a child” out of Colorado.

According to the affidavit of probable cause, Cisneros became friends with someone in Warren County while playing online video games and moved to the county from Colorado.

Cisneros had initially been charged with a second-degree felony the Commonwealth amended that to a third-degree felony. Skerda asked for an explanation.

Assistant District Attorney Tatiana Malys told the court that there was “confusion” regarding his registration requirements and that the Commonwealth was going to “give him the benefit of the doubt.”

She noted he had a prior failure to register in Colorado in 2014.

According to police, officials in Colorado informed Cisneros that he would have to register as a sex offender in Pennsylvania if he moved here. Cisneros allegedly notified officials in Colorado that his address was “off Owens Road by the Taco Bell…”

According to the affidavit, Cisneros applied for benefits through the state of Pennsylvania.

Police “made contact with the Pennsylvania State Police Megan’s Law Section” and was told Pennsylvania would consider Cisneros a Tier 2 offender, with a requirement of 25 years of registration reporting, according to the affidavit.
