Man is required to register as sex offender

A Warren man will register as a sexual offender for the next 15 years as a result of an indecent assault plea entered on Monday.

Joshua Richard Ingersoll, 31, entered the plea before President Judge Maureen Skerda.

In exchange for the plea to a count of indecent assault, a count of corruption of minors was not prosecuted.

Assistant District Attorney Tatiana Malys told the court that it was her understanding that the plea was in the best interest of the victim as she would not be required to now testify at trial.

Ingersoll’s attorney, Collin McHenry, told the court that the charge to which his client pled is a Tier I Megan’s Law sexual offense, meaning it brings a 15-year registration requirement.

City of Warren police were notified by Warren County Children and Youth Services on Nov. 7, 2019, that an 11-year-old child reported being touched by Ingersoll in the “private area” on several occasions between Nov. 2 and Nov. 3, according to the police criminal complaint.

During an interview with the Warren County Children’s Advocacy Center, the child stated Ingersoll touched the private area, had his nose close enough to touch it and pulled the child’s pants down to look at the private area, the complaint states.

When police presented the allegations to Ingersoll, he admitted to “touching and rubbing the child’s private area with his fingers and touching the private area with his nose on at least one occasion,” according to the complaint.
