Sentencing in Warren County Court

The following individuals were sentenced by President Judge Maureen Skerda on Friday.

All periods of incarceration are to be served in the Warren County Jail unless otherwise specified.

¯ Andrew Allen Cornelius, Warren, to 14 to 36 months in state prison, $3,175 in fines and fees a six month license suspension on a count of possession of a controlled substance – contraband/inmate. He was ordered to undergo a drug and alcohol evaluation, to submit a DNA sample is boot camp eligible and was given priority for a therapeutic treatment community in the state system. He is not recidivism risk reduction incentive eligible. On a count of criminal mischief – damage property, he was fined a total of $425 and ordered to pay $123.29 in restitution to the Warren County Jail.

¯ Julie Ann Darling, Warren, to a five year intermediate punishment on a count of conspiracy (acquire or possess a controlled substance misrepresent). The first five months will be served as house arrest and the duration on probation. She was fined a total of $2,075 in fines and fees, her license was suspended for six months. She was ordered to submit a DNA sample, attend at least three AA/NA meetings weekly, obtain a home group and sponsor and work a 12 step program. She was admitted to the treatment court program. On a count of acquire or possess a controlled substance misrepresent, she was ordered to pay $100 in fees and her license was suspended for an additional year. On a count of false identification to law enforcement, Darling was sentenced to an additional consecutive year of probation.

¯ Kasey L. Hardwick, Sheffield, to one year probation, $14,568 in restitution, $1,625 in fines and fees and 40 hours of community service on a count of fraud to obtain foodstamps/assistance.

¯ Donna M. Heasley, Oil City, to a five year intermediate punishment on a count of DUI: Highest rate of alcohol – second offense. The first 90 days will be served as house arrest with the duration to be served on probation. She was fined a total of $2,325, to complete the alcohol highway safety school and victim impact panel, an 18 month driver’s license suspension, 30 hours of community service and continuing with drug and alcohol treatment. On a count of driving while BAC .02 or higher while license suspended, Heasley was sentenced to 90 days house arrest with SCRAM monitoring. On a count of careless driving, she was fined a total of $70.

¯ Timothy G. Hesch, Pittsburgh, to a five year intermediate punishment on a count of count of DUI: Highest rate of alcohol – third offense. The first year will be restrictive including 90 days incarceration followed by nine months of house arrest with SCRAM monitoring. The duration will be served on probation. He was ordered to pay $3,500 in fines and fees, complete the alcohol highway safety school and victim impact panel programs, his license was suspended for 18 months and he was ordered to complete 60 hours of community service. He is work release eligible. He was ordered to continue with outpatient drug and alcohol treatment, attend at least three AA/NA meetings weekly, obtain a home group and sponsor and work a 12 step program. He was fined a total of $70 each on counts of turning movements and required signals and careless driving.

¯ Jasmine D. Lindgren, Clarendon, to a five year intermediate punishment on a count of possession with intent to deliver. The first seven months are restrictive and include 94 days of inpatient treatment with the duration to be served on GPS monitoring. The duration is to be served on probation. She was given credit for 94 days of inpatient treatment. The rest of the five years will be served on probation. She was ordered to pay $3,275 in fins and fees, $213 in restitution to the Warren County Drug Task Force, a six month license suspension and 100 hours of community service. She was ordered to submit a DNA sample, continue with drug and alcohol treatment including attending 3 AA or NA meetings weekly, obtaining a home group and sponsor and working a 12 step program.

¯ Denny Patrick Meabon, Warren, to two year probation, $825 in fines and fees and 50 hours of community service. Meabon was ordered to continue with his mental health regimen, undergo a healthy relationships evaluation and participate in the COG program.

¯ Jeremy Morris, Tidioute, to nine months to 24 months less one day incarceration, $925 in fines and fees, a drug and alcohol evaluation, 40 hours of community service and participation in the COG program and a healthy relationships evaluation. He was ordered to follow his mental health regimen and was given credit for 10 days time served. He is work release and early re-entry eligible.

¯ Joseph G. Pitner, Warren, to a five year intermediate punishment including 13 days incarceration with 13 days credit for time served and eligible for immediate parole followed by three months and 13 days on house arrest with SCRAM monitoring. The rest will be served on probation. He was ordered to pay $1,625 in fines and fees and to participate in at least three AA/NA meetings weekly, obtain a home group and sponsor and work a 12 step program. He was admitted to the treatment court program.

¯ Devan J. Reese, Franklin, to three months to two years less one day incarceration on a count of criminal trespass – break into structure. Reese was sentenced to two years consecutive probation, $3,399 in restitution, fines a fees totaling $3,375 and submission of a DNA sample. He was given credit for 71 days time served. On a count of theft by unlawful taking, he was sentenced to a consecutive two years probation.

¯ Jacob Joseph Scalise, Warren, to 182 days to one year incarceration, $700 in fines and fees, 30 hours of community service and following drug and alcohol recommendations on a count of possession of drug paraphernalia. He was given credit for 182 days time served and is eligible for immediate parole. On a count of DUI: Controlled substance – Schedule I – first offense, he was sentenced to 72 hours to six months incarceration, given credit for three days time served and eligible for immediate parole. He was ordered to pay $1,425 in fines and fees, completion of the alcohol highway safety school and victim impact panel programs, a 12 month license suspension and 15 hours of community service. On an additional count of possession of drug paraphernalia, he was sentenced to 11 days to one year incarceration, 50 hours of community service and also made eligible for immediate parole. On counts of fail to keep right and careless driving he was fined $70 respectively.

¯ Alison L. Vinopal, Sheffield, to five years probation, $14,568 in restitution, $850 in fines and fees and 70- hours of community service on a count of fraud to obtain foodstamps/assistance.

¯ Christopher D. Whipple, Clarendon, to a six month intermediate punishment on a count of DUI: Controlled substance – Schedule I – first offense. The first 72 hours are to be served as house arrest with electronic monitoring to be followed by probation for the duration. He was ordered to pay $1,550 in fines and fees, complete the alcohol highway safety school and victim impact panel programs, a 12 month license suspension and 15 hours of community service. He was ordered to complete drug and alcohol treatment. He was fined $70 each on counts of driving while license suspended or revoked and careless driving as well as $55 on a restraint system violation.
