Documents describe alleged abuse by Columbus man

Charges filed against a Columbus man alleging a second incident of sex crimes involving a minor stem from his stepdaughter.

The new set of charges against Ronald R. Rastetter, 72, were filed June 13 and include third-degree felony corruption of minors – defendant age 18 or above, indecent assault person less than 13 years of age and indecent assault without consent of others dating back to an incident that allegedly took place in October 2022. Rastetter has been in the Warren County Prison since May. According to online court documents, his bail is now $100,000.

According to the Affidavit of Probable Cause, the State Police at Corry received a CY104 form, a child welfare report form used to notify law enforcement of suspected child abuse cases. The form includes details about the incident, the child, and the alleged perpetrator, as well as requesting feedback from law enforcement on the investigation’s outcome. Such forms are used when the abuse meets the criteria for a Child Protective Services investigation, but may also be used for referrals to other agencies, including law enforcement, if the case doesn’t meet CPS investigation criteria. The CY104 is the primary method for referring suspected sexual abuse cases to law enforcement, according to the Pennsylvania Child Welfare Resource Center.

Troopers say they received the CY104 form at 7:37 a.m. May 23 alleging the girl was sexually assaulted by Rastetter, who is the girl’s stepmother’s ex-boyfriend. Rastetter allegedly touched her inappropriately over her clothing.

An interview with the girl took place May 29 at the Warren County Child Advocacy Center, during which the girl told investigators that after a Corry High School football game in October 2022, she spent the night with her step-siblings and stepmother in Columbus Township. She said she awoke to Rastetter touching her and then detailed the alleged sexual abuse.

“Based on the circumstances listed above, I request that the defendant answer to the charges set forth in the complaint,” the trooper wrote in the affidavit.

Rastetter had already been charged in May with second-degree felony aggravated indecent assault without consent, third-degree felony corruption of minors, and indecent assault without consent of other. He was arraigned by Magisterial District Judge Laura Bauer and taken to the Warren County Prison after he was unable to post $100,000 bail. According to online court docket information, Rastetter is still in county jail.

According to the Affidavit of Probable Cause in the first set of charges, troopers were dispatched to Corry Memorial Hospital to conduct a rape investigation. According to a police report, a 14-year-old girl was staying with friends at Rastetter’s house sleeping on the couch, when Rastetter allegedly woke her up so one of her friends could sleep on the couch. Rastetter allegedly had the girl go back to his bedroom before the alleged inappropriate contact with the girl.

In addition to physical contact, Rastetter allegedly photographed the girl while using his cell phone.

According to the affidavit, the county District Attorney’s office was consulted in the case and approved. Rastetter appeared in court recently and pleaded not guilty to the first set of charges. Those charges have proceeded to the Court of Common Pleas.
