The Community Foundation of Warren County has announced the 2024-2025 academic year recipient of the Paula Southwell Memorial Scholarship, Elizabeth Phelps. Phelps will be attending the Penn West Clarion Honors Program pursuing a degree in nursing. The scholarship is designated for all Warren County graduating seniors who display the characteristics of Paula; leadership, intelligence, passion, and determination.
