Defendants sentenced in county court
The following defendants were sentenced by Judge Gregory Hammond on Friday at the Warren County Courthouse.
All periods of incarceration are to be served in the Warren County Jail unless otherwise specified.
¯ Dusty R. Allison, Jamestown, NY, to one year probation and a $300 fine on a count of possession of drug paraphernalia; A six month intermediate punishment sentence including 72 hours incarceration and time served making him eligible for immediate parole, $1,550 in fines and fees, participation in the alcohol highway safety school and victim impact panel programs, a 12 month license suspension, 15 hours community service, the Family Services DUI Intervention Program on a count of DUI: Controlled substance – impaired ability – first offense; 4 days to 18 months less one day and a no contact order on a charge of recklessly endangering another person and $70 on a count of careless driving.
¯ Brian A. Billquist, Jamestown, NY, to one year probation, $520.15 in restitution which has already been paid, $875 in fines and fees, 20 hours of community service, not to trespass at Walmart and participation in the COG program on a count of criminal conspiracy (retail theft).
¯ Timothy E. Buerk, Clarendon, to three months to two years less one day incarceration, $1,250 in fines and fees, no contact with the victim or the victim’s property, 30 hours of community service, credit for time served, work release and early reentry eligibility, mental health treatment and a sexual offender evaluation on a count of corruption of minors.
¯ Roy R. Conklin, Garland, to a six month intermediate punishment sentence including 72 hours of incarceration and the duration on probation, $1,880 in fines and fees, participation in the alcohol highway safety school and victim impact panel programs, a one year license suspension, 15 hours of community service and the Family Services DUI Intervention Program on a count of DUI: Highest rate of alcohol – first offense; 90 days incarceration, $1,375 in fines and fees and a one year license suspension on a count of driving while operating privilege is suspended or revoked. He is work release and early reentry eligible. He was fined $70 on a count of careless driving and $50 on a count of operation on streets and highways.
¯ Jada L. Coursey, Warren, to 42 days to two years less one day incarceration with credit for 42 days time served making her eligible for immediate parole, $875 in fines and fees, 30 hours of community service as well as participation with Beacon Light and Family Services recommendations on a count of simple assault. She was sentenced to a $300 fine, one year of consecutive probation and 15 hours of community service on a count of possession of drug paraphernalia.
¯ Derek A. Cox, Warren, to two years probation, $1,950 in restitution to the Pa. Office of the Inspector General, $750 in fines and fees and 30 hours of community service on a count of fraud to obtain foodstamps.
¯ Kevin S. Davis, Sugar Grove, to one year two less two days to two years less one day incarceration, two years probation, three different restitutions amounts – $2,954.99, $10,140.30 and $5,379.64 – to be paid jointly and severally with any co-defendants, $1,375 in fines and fees, participate in drug and alcohol and mental health evaluations and any subsequent recommendations, to have no contact or trespass on the victim’s property and 50 hours of community service on a count of receiving stolen property. He is work release and early re-entry eligible.
¯ Marie L. Ecker, Tidioute, to eight months to two years less one day incarceration, two years probation, $180 in restitution to the Warren County Drug Task Force, a six month license suspension, 180 days credit for time served, $1,725 in fines and fees, 50 hours of community service, submission of a DNA sample and drug and alcohol treatment on a count of possession with intent to deliver.
¯ Keith D. Fedorchick, Clarendon, to 12 to 36 months in state prison, $320 in restitution to the Warren County Drug Task Force, $1,725 in fines and fees, to undergo a drug and alcohol evaluation and follow through with any recommendations, a six month license suspension and submission of a DNA sample on a count of possession with intent to deliver. Fedorchick was given credit for 238 days time served and is boot camp and recidivism risk reduction incentive eligible. He was sentenced to six to 18 months in prison and a $1,000 fine on a count of criminal use of a communications facility.
¯ James A. Krayeski, Mercer, to one year probation, $392.50 in restitution to Walmart, not to trespass on Walmart property, $1,125 in fines and fees and submission of a DNA sample on a count of retail theft.
¯ Shawn T. Moore, Sugar Grove, to three months to one year incarceration with credit for time served, 1 $1,000 fine, one year probation and 40 hours of community service on a count of persons not to possess, use, etc. firearms. He is work release and early re-entry eligible. At a second docket, Moore was sentenced to four months to one year less one day incarceration, $1,375 in fines and fees, no contact with the victim or trespass on their property, 20 hours of community service, work release/early re-entry eligibility, participation in the COG program and to undergo a mental health evaluation and follow all recommendations on a count of simple assault. Hammond said the sentenced was in the aggravated range because of the victim’s injuries.
¯ David R. Phinney, Sheffield, to a six month intermediate punishment including 30 days incarceration with the duration on probation including 60 days on SCRAM monitoring, following drug and alcohol treatment recommendations, $1,250 in fines and fees, participation in the victim impact panel and alcohol highway safety school programs, a 12 month license suspension and 30 hours community service on a count of DUI: High rate of alcohol – second offense. He was fined a total of $70 on a count of careless driving.
¯ Kimberley S. Stuart, Warren, to a six month intermediate punishment sentence including 30 days incarceration and the duration on probation including 60 days on SCRAM monitoring, participation with drug and alcohol treatment recommendations, $1,250 in fines and fees, participation in the victim impact panel and alcohol highway safety school programs, a 12 month license suspension and 30 hours of community service on a count of DUI: High rate of alcohol – second offense. Stuart was ordered to pay a total of $245 on a count of reckless driving.
¯ Krista M. Weilacher, Pittsfield, to 30 days to one year incarceration aggravated due to Weilacher’s revocation from the ARD program, $675 in fines and fees, 20 hours of community service and to not trespass on the victim’s property on a count of false reports to law enforcement authorities.
¯ Mikayla J. Whitford, Youngsville, to one year probation, $750 in fines and fees, to undergo a drug and alcohol evaluation and follow any recommendations as well as 30 hours of community service on a count of hindering apprehension or prosecution.
¯ Brett A. Whitney, Sheffield, to one year probation, a $500 fine, 20 hours of community service, work release and early reentry eligibility and a sexual offender evaluation and following any recommendations on a count of indecent exposure. At a second docket, he was fined $300 on a count of harassment/stalking and sentenced to three months to two years less one day incarceration, one year probation, $1,000 in restitution to the Victim’s Compensation Fund, a drug and alcohol evaluation and to follow recommendations, work release and early reentry eligibility, no contact with the victim, family or property, submission of a DNA sample and a mental health evaluation and all recommendations on a count of criminal trespass.

Witz, Clarendon, to a six month intermediate punishment sentence including 30 days incarceration and the duration on probation, $1,375 in fines and fees, participation in the alcohol highway safety school and victim impact panel programs, a 12 month license suspension, 30 hours of community service and work release and early reentry eligible on a count of DUI: High rate of alcohol – second offense. She was ordered to pay $70 on a count of careless driving.
Bench warrants were issued for the following defendants for failure to appear:
¯ Kenneth A. Hadden, Warren. Hadden was to be sentenced on charges of terroristic threats, recklessly endangering another person and harassment.
¯ Andrea P. Robbins, Jamestown, NY. Robbins was to be sentenced on charges including retail theft, false identification to law enforcement and receiving stolen property.
