Charged. City of Warren police charged Ronald Libengood, 59, Warren, with theft by unlawful taking and receiving stolen property on April 8 after police said he was found in possession of a bicycle that had been allegedly stolen in March.

Charged. City of Warren police charged Jacqueline Zaner, 25, Warren, with aggravated assault, simple assault, terroristic threats, causing or risking catastrophe, and recklessly endangering another person on April 9 after officers responded to a report of a domestic dispute.
Cited. City of Warren police cited Johnathan Mooney, 26, Warren, and Cherokee Hamilton, 27, Clarendon, for disorderly conduct engage in fighting on April 9 following a fight. Police said Mooney was retained by Warren County Adult Probation.
Cited. City of Warren police cited Kelly Johnson, 24, Youngsville, for flashing signals following a two-car crash April 10 at Pennsylvania Avenue and Hickory Street.
Cited. City of Warren police cited Tammy Peters, 47, Warren, for disposal of animal feces on April 10. Police said Peters allowed her dog to defecate on a neighbor's yard after being previously warned not to.
Cited. City of Warren police cited Daniel Wiles, 22, Warren, for burning outdoors on April 10 after city firefighters were called to a reported fire which turned out to be burning yard debris.
Cited. City of Warren police cited Jessie Cottrell, 32, Warren, for burning outdoors on April 10 after a complaint that he was burning trash in his yard.
DUI. Warren-based state police responded to a two-vehicle accident at 7:02 p.m. April 20 on Dunns Eddy Road. According to police, the driver's side mirror of a vehicle operated by Duane Smithers, 35, Warren, struck the driver's side mirror of a vehicle traveling in the opposite direction. Police said damage to both vehicles was minor and that the other driver was able to drive the vehicle away from the scene. Police said Smithers was suspected of being under the influence of alcohol. He was taken into custody and transported to the PSP station for testing; police said breath results showed his BAC to be above the legal limit. Police said Smithers faces three counts of DUI, two counts of endangering the welfare of a child, careless driving and other summary violations. Charges will be filed with District Justice Cynthia Lindemuth's office.
Mischief. Warren-based state police are looking for information into a series of destructive acts between 10:30 p.m. Thursday, April 17 and 1 p.m. Saturday, April 19 in which someone put homemade explosives into numerous mailboxes iduring the nighttime hours. According to police, the explosive were "works bombs" made with household items. Anyone with information is asked to contact state police or Warren County Crime Stoppers.
