My dad tells me years ago some fisherman exercised their rights to drown in the tailwaters and then the Corp of Engineers issued some restrictions. No one has exercised their right to drown since.

The reason is probably mostly due to the Governmental intervention on individual rights and making it mandatory to wear life vests for the participants.

I'm sure Jim and John with combined salaries of over 150 thou of tax payers money had much more on their plate for Warren County than to fill out a simple application
