County signs off on tax appeal settlements

The Warren County Commissioners have approved tax assessment appeal settlements that will bring significantly lowered tax bills to several commercial properties in the city.

Three of the properties are located in the 300 block of Pennsylvania Ave. W — 301-303 owned by Liberty Street West Associates; 337-343 Pennsylvania Ave. W. owned by Pennsylvania Avenue West Associates; and 331-333 Pennsylvania West with an owner of record of Riverside West Associates.

While each has a different corporate parent, all have the same corporate address — 5960 Susquehanna Trail, Turbotville, Pa.

That address comes back to The Yoder Group, one of the entities involved in the Impact Warren project that developed that block years ago.

The corner lot — 301-303 currently has an assessed value of $117,334 according to county assessment records available online.

The settlement filing lists the assessed value at $199,758. Terms of the settlement would reduce that assessed value to $34,050.

For 337-343, the current assessed value is $181.360 and the settlement would slash that to $68,100.

At 331-333, the current assessed value is $189,560. The settlement would cut that figure by about $100,000 down to $90,800.

The filings for those parcels each indicate that the corporation and “the Warren County Board of Assessment Appeals have agreed upon a settlement.”

The fourth property subject to a settlement stipulation is located at 210 Ludlow St. That document states that Ludlow Street, LLC — the corporate parent which has a Rockville, Md. address — as well as the county, City of Warren and Warren County School District “have agreed upon a settlement” that sets the assessed value at $226,725 for 2021 an $243,225 for 2022.

The stipulation document notes that the tax collectors will provide refunds for 2021 taxes already paid.

The commissioners approved the settlements on Wednesday without discussion.

All will also need the approval of the remaining taxining bodies, in this instance the City of Warren and the Warren County School District.
