Warren man in jail for failing to update reg. sex offender info

A registered sex offender facing three separate dockets on allegations of child sexual abuse is in Warren County Jail after failing to keep his registration up to date.

Richard D. Barrett, 55, of 3435 Conewango Ave., faces two counts of failure to provide accurate registration information.

According to the affidavit of probable cause, Barrett, while under oath, identified his current employment in court. That court appearance was on charges unrelated to the three pending child sexual abuse cases.

Police at that appearance were familiar with Barrett’s registration and “knew… Barrett was not showing a listed employer when he last updated his Megan’s Law Registration,” according to the affidavit.

Police checked recordings of phone calls from Warren County Jail between Richard Barrett and Nichol Barrett, according to the affidavit. In a recording, Richard Barrett told Nichol Barrett that he had been working for the company he named in court, police said.

Police then staked out Barrett’s house, and followed him when he left on the morning of Sept. 16, according to the affidavit.

They followed him to a work site, saw him working, and identified his employer, according to the affidavit.

Police later interviewed the employer, who said Barrett had been working for him for about a month and identified locations where Barrett had worked, according to police.

Barrett was arraigned Monday before District Justice Laura Bauer and taken to jail after failing to post $100,000.

A preliminary hearing is scheduled for 2 p.m. Wednesday, Oct. 20.
