PennDot update gives details on plans

While construction on a roundabout at the intersection of Pennsylvania Ave. and Market St. will not commence until 2022, PennDOT has settled on how the roundabout will be built and what detours will be in place through the process.

“The project is currently in the design phase, heading toward final design,” Jill Harry, PennDOT press officer said in a video update.

The goal, she said, remains completing design by the end of the year with construction to start in 2022.

“The majority of the work will be done during that construction season,” she said.

A slide in the video indicates construction is expected to cost $2.7 million.

The roundabout will be built in three phases — phase one will address the northwest quadrant of the intersection, phase two the southwest and phase three the east side.

During phase one and two, detours for southbound traffic on Market St. will use Fourth Ave. and Laurel St. to Pennsylvania Ave. East bound traffic and truck traffic will proceed west on Pennsylvania Ave. to Ludlow St. and go over DorCon (US 6). That will also be the detour for traffic from the base of Market St. looking to head west.

For phase three, Pennsylvania Ave. eastbound traffic will use a portion of the roundabout while northbound traffic on market will be detoured to Laurel St. and Fourth Ave. Traffic heading west on Pennsylvania Ave. will go over DorCon.

The project is more than just the roundabout — it will include sidewalks and crosswalks, a truck apron as well as updated lighting and drainage, per PennDOT.

Currently, PennDOT officials are working through utility and right of way coordination, according to a statement, with final design to be concluded this spring.

Harry said that work extending into 2023 is anticipated to include seeding and mulching and potentially some paving if necessary.

She said that PennDOT worked with City of Warren officials on the design of several elements — including the lighting, landscaping, center island and layout of the truck aprons.

“The purpose of the virtual plans display is to provide the public with an update on the project and the updated construction timeline, as well as receive public input regarding any questions or concerns with the project,” per a statement from PennDOT.
