2 arrested for drugs in Warren stop

Two people face drug-related charges following a traffic stop in the City of Warren.

Mark A. Kingsley, 33, no address listed, is charged with possession with intent to deliver; possession of a controlled substance; possession of a small amount of marijuana; four counts of drug paraphernalia; offensive weapons; driving while privilege suspended; and institutional vandalism.

Kendra J. Byler, 24, of Union City, is charged with possession with intent to deliver; two county of possession of a controlled substance; possession of a small amount of marijuana; and 10 counts of possession of drug paraphernalia.

According to the affidavits of probable cause, Warren County Sheriffs deputies initiated the stop at about 6 p.m. Tuesday after recognizing Kingsley and knowing that his drivers license was suspended.

They saw metal knuckles in plain view in the vehicle, according to the affidavit, and as Kingsley and a passenger, Christina Meals, got out, saw two baggies containing suspected methamphetamine.

Two other passengers, Byler and Anthony Fitch, were in the back of the van, according to officers.

K-9 Dina alerted to several areas of the van, according to the affidavit.

“My canine had immediately jumped, without prompt, into the open door of the van and into the rear cargo area of the van,” according to the affidavit. “Canine had alerted to a multicolored purse in the far rear of the van, a black leather purse, a black suitcase, and a silver briefcase.”

The multicolored purse was located within arm’s reach of Byler, according to the affidavit, and contained 77 clear plastic baggies, a digital scale, 17 hypodermic needles, 21 small clear baggies containing 35 assorted prescription pills that appeared to be packaged for sales, and a clear plastic baggie containing a small amount of” marijuana and “butane lighter with the name ‘Kendra’ on it.”

“A search of the black leather purse, also located within arm’s reach of Byler, had yielded a small metal tin containing four small clear plastic baggies containing a white crystallized substance” and drug paraphernalia, according to the affidavit.

“A search of the vehicle showed several baggies of a crystal-like substance believed to be methamphetamine,” according to the affidavit. “A scale, syringes, several empty baggies matching the same size as others with controlled substances inside were also located. In the front of the vehicle, between the passenger and driver, a large baggie with 30 grams of suspected methamphetamine was located.”

Officers said Kingsley told them he had been living in the van.

While he was being held at the Warren County Sheriff’s Office, Kingsley urinated in a holding cell, according to the affidavit.

Kingsley was arraigned before District Justice Raymond Zydonik and taken to Warren County jail after fail to post $50,000 bail.

Byler was arraigned before Zydonik and taken to Warren County jail after failing to post $25,000 bail.
