Jamestown City Council to explore aid for skatepark

The Jamestown City Council will determine whether the city receives the full $250,000 matching grant from the Tony Hawk Foundation for a new skatepark in the city.

On Monday, the council is slated to vote on a resolution that will be allocated $150,000 from the Urban Development Action Grant fund to raise the money needed to get the full $250,000 from the Tony Hawk Foundation, with assistance from Ralph C. Wilson Jr. Foundation.

Sam Teresi, Jamestown mayor, told The Post-Journal recently that locally around $125,000 has been raised for the local share of the skatepark grant. He said $100,000 of the local match will be from city Community Development Block Grant funding and around $25,000 was raised during fundraisers held throughout the year.

Teresi said the Urban Development Action Grant funding stems from a program in the ’70s and ’80s that is now used sparingly as bridge financing for projects. He said a couple of examples of projects that used Urban Development Action Grant funding includes the Gateway Jamestown Train Station and the pedestrian bridges that were installed along the Greater Jamestown Riverwalk.

Teresi said fundraising efforts will continue locally that will go toward paying back the Urban Development Action Grant fund loan.

In January, Pete Scheira, owner of Jamestown Skate Products, with the assistance of Jamestown government officials, announced receiving the matching grant of up to $250,000 for the new skateboard park in the city. The location of the new park will be along Jones and Gifford Avenue across from McCrea Point Park.

In order to receive the full grant, local fundraising efforts have been started, which includes all proceeds of Jamestown Skate Products T-shirts and hoodies going toward the park, Scheira said. Also, a new program called All Decks On Hand has been started where local artists paint designs on old skateboards or create items like shelves, with the sales from the program going toward the community fundraising initiative.

Since the announcement, several grassroots fundraising efforts have been ongoing like the special events that happened June 21, which is national Go Skateboarding Day.

The Chautauqua Region Community Foundation has also started a special fund for the project. SK8 JTNY is the name of the donation fund. In other business, Teresi said the council will also be voting on a second project to use $250,000 from the Urban Development Action Grant fund. He said the resolution will detail the use of $100,000 in Community Development Block Grant funds and a $250,000 loan from the Urban Development Action Grant fund to install new restrooms at Jackson-Taylor Park, the former Chadakoin Park.

Teresi said estimates for the new restrooms have been coming in higher than expected, which is why city officials might use funding from the Urban Development Action Grant to pay for the project. He said future Community Development Block Grant funding could be used to pay back the $250,000 loan.
