Charges were withdrawn against five defendants during preliminary hearings held on Wednesday at the Warren County Courthouse.

¯ Allen E. Burnett, Warren. Burnett had been charged with DUI: General impairment/incapable of safe driving – first offense.

¯ Shawn M. Chastain, Sugar Grove. Chastain had been charged with unauthorized use motor/other vehicles. A count of disorderly conduct – hazardous/physical offense was re-categorized as a non-traffic offense.

¯ Michael D. Hulings, Warren. Hulings had been charged with strangulation – applying pressure to throat or neck and simple assault. A count of harassment – subject other to physical contact was re-categorized as a non-traffic offense.

¯ Donald W. Moats, Warren. Moats had been charged with two counts each of simple assault and harassment – subject other to physical contact. A count of disorderly conduct – engage in fighting was re-categorized as a non-traffic offense.

¯ Leroy T. Phelps, Warren. Phelps had been charged with simple assault. A count of harassment – subject other to physical contact was re-categorized as a non-traffic offense.
