Photo submitted to Times Observer Sheffield Township celebrated Arbor Day on Friday, April 27, with a program at the Sheffield Lions Den with the 5th-grade class of Sheffield Area Elementary School. The students each wrote an essay about Arbor Day and what it means to them. Three students were selected and were awarded with a certificate for their essay from the Fitch Family. Arbor Day in Sheffield Township is done each year in memory of Mrs. Amanda Fitch, who was responsible for this celebration, which is now in its 16th year. Cindy Blodgett, Mrs. Fitch’s sister-in-law was present to present the essay winners with their awards. This year, the awards went to Madison Connolly (first place), Madison Hackley (second place), and Lily Benton (third place). Each essay talked about Mrs. Fitch and her contributions to the school and town, as well as all of her talents. Cecile Stetlar, District Forester with the USFS, was present to recognize Sheffield Township for the 15th year in a row as a “Tree City USA.” Wendy Anderson also of the USFS gave a program on “How Does a Tree Grow?” Each student was given two seedlings from the USFS to take home and plant. It was suggested by Ms. Anderson to name their tree and feed and water it just as you would a pet. All students and guests were then treated to lunch donated and served by the Sheffield Lions Club Members. Their meal was complete with a tree cookie, made by Mary Weaver. The township supervisors wish to thank all that made this day possible. National Train Day

This is the third year for National Train Day at the Sheffield Depot. It will be held rain or shine. The Depot will be open May 12, from 10 a.m. to 5 p.m. Donna Capello will have some train items for sale. There will also be hot dogs, sloppy joes, chips, cupcakes and drinks (hot and cold) for sale. And a child’s train set will be raffled off.

There is a meeting every second Thursday at 7 p.m. Meetings are held at the Depot during the summer months and the Hospitality Center during the winter months.

Final payment for the Sheffield Open is due May 9.

Sheffield Township

Supervisors

A Mill Street resident was present at the April 2 township supervisors meeting, informing the supervisors that the left hand side of Bloss Hill Road is washed away, leaving a huge drop off. Supervisor Fitch stated that he noticed this during the Spring Road Inspection last Saturday. He will have the roadmaster take a look at this. This resident also asked if there is a road bond on Keystone Avenue with a company that has all the truck traffic. He stated the road is falling apart. Supervisor Paris asked if the ditch on Bloss Hill could use a pipe in there and enclose the ditch was her suggestion. Supervisor Bulicz stated the township placed large stones in there to eliminate a pipe. When the township placed the large stone, it moved the drainage down Keystone to avoid the trailer park from flooding. Supervisor Fitch will take a look at this.

ECS&R is going to be holding a recycling event at Sheffield High School on Saturday, April 21, from 9 a.m. to 1 p.m. This is a pre-register event and citizens can either call (1-866-815-0016) or register online at www.ecsr.net. They are taking electronics and household waste items.

Bid packets have been given to Cable Excavating out of Russell, Fox & Sons and Glen O. Hawbaker for the Henry’s Mill Road project.

The agility agreement from PennDOT was reviewed but not signed, as supervisors didn’t quite know where to sign it. The secretary will contact Adam Hoisington of PennDOT to make sure the township gets it right the first time.

It was discussed that the township would plow Horton Avenue and PennDOT stated that its grader could fix the rest of Henry’s Mills Road in return. Supervisor Fitch stated it will take us four trips up and down Horton Avenue for plowing and they will pull out the ditches and work on a crown for Henry’s Mills Road. A PennDot rep felt confident that its grader operator could get this road looking good.

Supervisor Paris asked if Supervisor Bulicz had a chance to speak with National Fuel Gas in regards to the placement of the gas line on Henry’s Mills Road. Supervisor Bulicz spoke with Jeremy Young of National Fuel Gas and he stated there were a lot of stones that were in the way of the excavation so they had to move the line down. He stated that they will excavate it out and build the area back up.

Supervisor Paris also stated that she was recently at the Warren County Association of Township Officials meeting at Pleasant Township and the spring convention invitations will be coming out soon. It will be at the Eagles Club in Warren on Saturday, May 19, at 6 p.m. with Delmonico steaks or stuffed chicken breast on the menu at $35 per person.

Supervisor Paris stated that the 2018 Township Books were also discussed. She stated that a resident stopped into her shop and reported that the handicap sign out from on the township office building was missing.

Supervisor Paris reported that the Hathaway Lane sign and the 10 Ton Limit sign were both damaged during a recent accident.

Supervisor Fitch reported that he stopped in at 1410 Route 948 and he’s doing a good job cleaning up. Supervisor Fitch also reported that he is working with the owner of 46 Hathaway Lane to clean his property up as well. Supervisor Fitch stated that he will not be at the next meeting due to vacation.

The secretary will meet with Jon Wilson, PennDot Muncipal representative, to get the bid packet put together for Center Street from the bridge around the loop; Elk Street and Leather Street complete milling will be done; and the township will keep the millings and store them over at the old Groboski’s building.

The resident present reminded the supervisors that fishing season is April 14 and the bathrooms are usually opened at the boat launch. It was suggested that perhaps the township could find a retired person to lock and unlock those to hopefully stop the vandalism that goes on during the night-time hours. The next meeting of the Supervisors is Monday, May 7, at 7:30 p.m. at the Sheffield Food Pantry.
