It will be Brinks Green bus and it will depart his garage at 4:30 and go to Thornes’s parking lot in the rear right corner by the recruiting office where it will depart at 4:45. It will continue east and stop at Warren Shurfine in the back corner. It will depart Shurfine at 5 p.m. There will be a donation box if you’d like to make a donation to cover the cost of fuel for this bus.

With Mother’s Day quickly approaching we would like to ‘honor’ our senior moms by bringing your daughter or a picture of your mother or daughter or son for our display table. We will be celebrating with a luncheon on Thursday, May 5.

Keep in mind Wednesday, May 18, is Warren Gives day, the Community Foundation of Warren County will donate percent of total donations to non-profit agencies. This is done only online and one day only 6 a.m. to 10 p.m., no computer? We are accepting donations and will donate for you here at the Center. Remember 100 percent donations stays right here. Sheffield Township Supervisors

During the recent Sheffield Township Supervisors meeting a Center Street resident was complaining about the condition of the property across the street from him. The tar paper is falling off, metal posts are rusted off and 4 or 5 rows of bricks are falling out and onto the sidewalk out front. Kids are riding their bikes in front of this property and he is worried that someone will eventually get hit with a brick from off this building. It was discussed that the property owner has moved out of town now. The Supervisors instructed the Secretary to send a courtesy letter to the property owner informing them of the condition of the property: support posts are rusted out and bricks falling off and instruct them to have the property roped off for safety issues. This resident also asked what is going to be done with the property where the building burned down. Supervisor Paris stated that the owner will be contacted to get the property seeded because he has neglected to do so.

A Saybrook Road resident asked about the property across the street from him. What is going on there now he asked and also the Anthony property on Saybrook Road? Supervisor Paris stated that she has spoken with Anthonys and they have put up no trespassing signs and by summer’s end they will get this property cleaned up.

The owner of 30 First Mill Street has asked about 28 First Mill Street and why the individual who lived there was never arrested for the garbage and junk that was left around the property. She stated that we let him lie and go on leaving garbage lay around. Supervisor Paris stated that where he lives now there is a dumpster outside and he cleaning up the property of 91 3rd Mill Street after his landlord received a letter for the way in which his property was looking. Problem with 28 1st Mill Street is the property owner cannot be reached. She stated that her husband couldn’t stand the garbage so he put garbage on the porch of the house. The Supervisors asked the secretary to contact Mary Anne Nau of the City of Warren asking her if anybody can go into the house and also if the Township can lock up the house. Penelec has removed the electric service at this house.

The Minutes of the Parks & Recreation and Tree Commission Meeting on March 30thh were read by Supervisor Labesky. It was decided to pay the playground workers $8.00 an hour. The Minutes of the Supervisors Meeting of April 4th were approved along with the minutes of the Spring Road Inspection on April 2, 2016, the road master’s Reports from April 4 to April 17 and the Bills for Approval in the amount of $18,236.87 and placed on file at the township office.

Supervisor Paris suggested prioritizing the list from Spring Road Inspection, setting up a list for the road crew to go through. Supervisor Labesky stated that the blacktopping would be top priority, then the Kingsview Paving project, the dry hydrants, dirt and gravel road project, the erosion project on Utah, catch basins on Willow Street. 1st paragraph of the Spring Road Inspection is the major projects that will need done this summer along with the berming problems all around town. Courtesy letters will be sent to all properties listed on the Spring Road Inspection.

Agility agreement with Penn DOT was on hand for review by the Supervisors. Discussion was held on how this works to help Supervisor Paris understand the program. She was informed that we mow for them in exchange they have done tar and chipping for us. It was suggested that we mow again when the new tires are on the tractor and see if we can get the drains underneath the road from the post office to the maintenance garage cleaned out. Supervisor asked about the hole in front of the “New to You” business could they fix this as well.

Sheffield Timber Services is removing timber up Deerlick Street and has applied for a Road Use Permit to use Deerlick Street. .12 Miles is what Deerlick Street is and this will require a $3,000 Bond for the use of this street. The Roadmaster is to video this road. Saturday, May 7th is the Warren County Spring Convention at Cable Hollow Golf Course. Social hour begins at 6PM with dinner at 7PM.

Westpa.net has changed the WIFII for the Fire Department it is now $58.95 a month this is the business rate for 10GB.

The Township received a copy of the certified letter that was sent to Scott Holcomb requesting payment of $1,215.70 for the costs of the sewage enforcement officer and the solicitor. He will have 30 days from the date of receipt to pay these to us or else we will file charges pursuant to the Sewage Facilities Act. Todd Fantaskey’s letter to the Township was read by Supervisor Bulicz. The letter stated that Mr. Holcomb has met the requirements by the sewage enforcement officer.

Mark Sprandle has agreed to take the position with the Township and will work part of his time volunteering to receive his 270 hours of community service hours for his degree in sports management from Clarion University. He will start on May 16th.

On Wednesday, April 13th Supervisor Labesky met with Jeff Holcomb of E & M Engineers and Todd Fantaskey of Northwest Soil Services concerning the application for a bank stabilization permit on Utah Road. The purpose of this meeting was to do a wetland delineation along the stream bank. This inspection is one of the requirements in obtaining a GP-3 permit. Once the GP3 permit is acquired Jeff Holcomb of E & M Engineers will have the area to be stabilized surveyed. After that is complete E & M Engineers will prepare the drawings and prepare a bid sheet. At that time the Supervisors will make a decision to proceed with the project.

Don Labesky would like to purchase a bench to be placed in Memorial Park in memory of his wife Lois. He would like a bench just like the one the Davidson family placed for their mother. The Roadmaster will meet with Mr. Labesky when the bench comes in for placement.

The bid for the paving, milling and berming of Center Street from Bridge to Horton Avenue, Tan Street, School Street Extension and Miller Street will be ready to open on May 16th at the township meeting. Resolution No. 448 The Warren County 2016 Hazard Mitigation Plan Municipal Adoption Resolution was adopted. Supervisor Paris is requesting that she receive the paperwork for the meetings prior to the meetings. She would like everything to her on Friday before the Monday meeting. The Roadmaster will take his paperwork to the secretary on Fridays now.

Supervisor Bulicz informed all that Sheffield Township Road crew will now serve as code enforcement officers. It was decided that courtesy letters would be mailed out first and then official action would be taken at the next meeting of the Supervisors for complaints or investigations. If a call comes in, the road crew will investigate and a courtesy letter will be sent. If a police officer is put in place in the future, the road crew would remain as code enforcement officers. This will free up some time for the police officer.

Supervisor Paris asked Sherry McMillen of the Sheffield Ambulance Service her feelings in regards to the EMS Agreement. She stated that meetings are being set up with the outlining areas to see what kind of help they can offer. They want to show they are working on establishing guidelines prior to signing the agreement.

Supervisor Paris stated that she has brought the Warren County Prisoner work release workers down to work on two different jobs and will be meeting with Lieutenant Barr, Clarendon Borough and Mead Township to discuss setting up specific days in which they will be available to work in each of the communities with the road crews.

Supervisor Paris reminded the community that Spring Clean Up Day is coming up for Sheffield Township. It will be Saturday, June 18th from 7AM-2PM at the back parking lot of Sheffield Area Middle Senior High School. The secretary is to contact Goodwill for a truck to take the electronics.

Supervisor Paris reported that the tires are in at Johnson’s Tire Service for the tractor and when it is not being used, it needs to go in to have them put on.

Dirt for the ballfields was discussed. Roadmaster Thayer stated they have gotten it from IA Construction and Supervisor Paris stated that Corey Peat was a suggestion from the coaches.

The Township will celebrate Arbor Day on Friday, April 29th at the Lions Den at 11AM. The Sheffield Lions Club members will provide refreshments and the 5th grade class from Sheffield Elementary will provide a program. The Lions will also plant trees at the Lion’s Den as part of the program.

-Crack Sealer Agreement.Supervisor Bulicz will be attending the Glade Township Supervisors Meeting on Tuesday, April 19th at 7PM at the Glade Township Building on Cobham Park Road.

-April 27th the Road crew and Supervisor Labesky will be attending a Dirt, Gravel and low volume roads spring breakfast meeting at the Conservation District on Wednesday, April 27th at 8AM until 10AM.

-Warren County 2015 Annual Report is on hand for your review.

– The Authority has paid the bill to Haines & Company for the 2013 and 2014 audits and reports have been received and these reports are available for review at the township office and authority office.

The next meeting of the Supervisor is Monday, May 2, 2016 at 7:30 p.m. at the Sheffield Hospitality Center.

SAES 5th Grade Basketball Extravaganza

Thursday, April 28, the SAES 5th grade will host a Basketball Extravaganza fundraiser to raise money for their 5th grade field trip to Waldemeer. Students in grades 3-5 will compete in a Hoop Shoot Contest from 6-7 p.m. in the gymnasium. From 7-8 p.m., participants who raised $50 or more will play in an All-Star Game against members of the faculty, staff, and high school basketball players. The public is encouraged to attend. There will be a concession stand, DJ, and Book Fair that night as well!

Friday, June 24th the Classes of 1982-1984 will be playing the Classes of 1987-1989 during the Sheffield Sports Boosters Alumni Basketball tournament at the Ralph Santo Gymnasium at Sheffield Area Middle Senior High School. More info to follow.

The Sheffield Alumni Association Alumni Weekend 2016

The Sheffield Alumni Association invites you to join them on Friday and Saturday, July 15 and 16, 2016 for a fun-filled weekend of re-connecting and reminiscing. Friday night we will meet at the Lion’s Den from 8-11PM. There is no fee to attend, however donations will be accepted to defray costs for the evening. Snacks, soda, and ice will be provided. BYOB! We have several new committee members who are anxious to try some new things, so we have added a DJ for the evening, and he will be located outside in a large tent. Saturday will find the alumni at a new venue for the dinner, the Sheffield Fire Hall. Dinner is scheduled for 6:30PM and will include those graduated at least 30 years ago-another change for this year. The cost for the dinner is $18 per person. The menu will be as follows: Tossed salad, dinner roll/butter, stuffed chicken breast, green beans, mashed potatoes, assorted desserts, coffee/tea. As always the alumni association look forward to see all there and “Keep the Spirit Alive”. The new polling place for the Voting Booth is at the Sheffield Fire Hall don’t forget to come out and vote on Tuesday, April 26th at the Sheffield Fire Hall. Voting booths open at 7AM. Handicap parking is available out back of the Fire Hall. There are designated spaces for the handi-cap.

The menu for the week will be: Monday, grilled Chicken Breast, Scalloped potatoes, veg & pudding. Thursday brings Birthday & Anniversary luncheon of, Spaghetti & Meatballs, tossed salad with Kelly’s home made dressings and Cake from Tops along with a drawing for fresh flowers and the monthly 50/50 drawing. Friday’s lunch will be home made Pizza & fruit .

The Barner Family would like to thank all those that supported the Jack and Judy Barner Memorial Bowling Tournament. The outpouring of love and support that we received in honor and celebration of our parents and grandparents was appreciated more than words can say.

Thursday, April 28, the SAES 5th grade will host a Basketball Extravaganza fundraiser to raise money for its field trip to Waldemeer. Students in grades 3-5 will compete in a Hoop Shoot Contest from 6 to 7 p.m. in the gymnasium. From 7 to 8 p.m., participants who raised $50 or more will play in an All-Star Game against members of the faculty, staff, and high school basketball players. The public is encouraged to attend. There will be a concession stand, DJ, and Book Fair that night as well.

Weekend 2016

The Sheffield Alumni Association invites you to join them on Friday and Saturday, July 15-16, for a fun-filled weekend of re-connecting and reminiscing. Friday night we will meet at the Lion’s Den from 8 to 11 p.m. There is no fee to attend, however donations will be accepted to defray costs for the evening. Snacks, soda, and ice will be provided. BYOB! We have several new committee members who are anxious to try some new things, so we have added a DJ for the evening, and he will be located outside in a large tent.

Saturday will find the alumni at a new venue for the dinner, the Sheffield Fire Hall. Dinner is scheduled for 6:30 p.m. and will include those graduated at least 30 years ago-another change for this year. The cost for the dinner is $18 per person. The menu will be as follows: Tossed salad, dinner roll/butter, stuffed chicken breast, green beans, mashed potatoes, assorted desserts, coffee/tea.

As always the alumni association look forward to see all there and “Keep the Spirit Alive”. Sheffield Township Supervisors Meeting

The Sheffield Township supervisors met on Monday, April 4, for their bi-monthly meeting at the Sheffield Hospitality Center.

A Mill Street resident asked about the Holcomb property next to him. Supervisor Paris informed him that the Sewage Enforcement Officer has jurisdiction on the outside of the house, but not inside the house. He asked about the sewage enforcement officer testing soil samples around their properties. Supervisor Paris stated at your own expense you can have the soils tested around your home and take this up on a civil matter with Mr. Holcomb, but not the Township. A report will be read at the next meeting from the Sewage Enforcement officer. Currently Mr. Holcomb’s property meets compliance with the original complaint issued in December. However the Township has incurred some expense in regards to this complaint and a letter has been sent to Mr. Holcomb requesting his re-payment to the township of the cost of our solicitor and sewage enforcement officer.

The ambulance service of Sheffield Volunteer Fire Department reported that it had 29 calls in March and 717 miles were logged on the ambulances; 44.25 hours of volunteer time. It was reported that they will be purchasing two new Stryker units at a cost of $56,350. These units will help the EMS for transporting patients safely with less strain on the crew. These will be on display during the SVFD Open House on May 21.

The Fire Department reported that they had five calls for the month of March, three motor vehicle accidents, one tree down and 1one mutual aid call; 66.5 volunteer man hours.

The fire department asked for permission to purchase a 14′ blade for the rescue squad out of the fire fund at a cost of $245 and also permission to get a better WiFi connection through Westpa.net at a cost of $49.95. Both requests were approved and the secretary will take care of getting the items purchased and changed.

Several complaints were received in regards to ATV’s at the cemetery. The gate is locked, however they are going right around it. A citizen had pictures of the 4-wheelers. Supervisor Paris stated that if you can witness the individual contact the State Police and identify who it is and be willing to press charges this will help in stopping this.

The Township will send the property at 114 and 116 West Main Street to the Blighted Property Review committee. The owner has yet to respond to the resolution that was sent to him.

The Crack Sealer Agreement changes were denied by Glade Township Supervisors. They do not agree with #2, “the labor cost will be absorbed by the Township performing the work not to exceed 20 hours per repair.” They approved the proposal that was all agreed upon originally and do not see any need for any changes from that. Supervisor Bulicz will attend the next Glade Township meeting to discuss this with them.

Quintin Miller received his violation letter on March 30th in regards to the accumulation of garbage behind his property at 91 3rd Mill Street. His tenant will have 30 days to clean this up and get a weekly garbage company.

The Township has received notification from ANF that we will be receiving $44,092.59 in Forestry Earnings. Last year the township received Forestry Earnings in May.

Minutes and agenda for the April 6 meeting of the Warren County COG were handed out to the supervisors. The supervisors approved a request for the Boy Scout Troup to hold a car wash at the sports complex during the spring craft show at the school on April 3.

The supervisors approved the addendum for the township’s employment policy in regards to “Domestic Partners” being added to insurance benefits and the removal of the “regular” employees wording that was not necessary in the policy.

Resolution No 447 Disbanding of the Sheffield Township Police Department was tabled until after the November election where the Supervisors will be placing a referendum asking the voters opinions of a police officer in Sheffield Township. A guest at the meeting stated, “So if the town wants a cop, you are going to put one in place then.” The supervisors stated that if the referendum comes back positive for a cop in Sheffield, then yes we will put a cop back in place, but also remember this will cost the tax payers. Supervisor Paris stated that the Sheriff’s Department in the last two weeks handed out 18 citations and 11 warnings. A request for a field groomer for the softball field has come to the attention of the supervisors. Supervisor Paris stated that we do not have a working inventory in the roads department and the Assistant Roadmaster has found one of these groomers and will see how it works before purchasing a new one.

Supervisor Paris would like to see the entire township represented in the fireman’s festival parade. The road crew was invited to drive one or both of the trucks in the parade.

Effective January 1, 2016 contracts exceeding $19,400 must be advertised in a daily newspaper, two times at intervals of not less than three days. The first advertisement must be published not more than 45 days before the date fixed for the opening of bids, and the second advertisement must be published not less than 10 days before the opening of bids. Contracts that exceed $10,500 but do not exceed $19,400 require at least three written quotes from qualified and responsible contractors.

Warren County COG Fire Services Sub-Committee has completed the Collaborative EMS Response Plan for Warren County EMS Agencies and Supporting Organizations and are asking each EMS Agency to review the Response Plan and determine whether we wish to participate. If the township wishes to participate than our ranking chief and administrative officers should sign the Participation Agreement Form. Since Municipal Officials are ultimately responsible for service within the Municipality and mail back by June 30, 2016. All three Supervisors were given a copy of this for their review. The Resolutions that will go before the membership at the PSATS Annual Educational Conference and Trade Show are on hand for review. Bull Run Energy will be drilling Wetmore Township and John Branch will be drilling in Mead Township Warren County Board of Appeals has revalued the property at 68 Second Mill Street due to repository sale and removed the building value and exonerated it from 8,033 to 315. Warren Overhead Door fixed the garage door at a cost of $222.87. Hornburg Drilling worked on the brush for the blue tractor so it no longer works its way off anymore. Johnson Tire Services has quoted us a price of $985 per tire for the blue tractor. The tires were replaced one in 2003 and one in 2007. Supervisor Paris talked about rim guard rather than calcium being put in the tires, better product and won’t ruin the rims. This was approved.

On April 18, Welsh Group, the engineering firm that is working on replacing the Bridge for PennDOT on Route 6 in Saybrook, is putting up a public display in the lobby of our building of the project.

Penelec will begin the process of removing the electrical service on 28 First Mill Street on April 4th.

Luanne and Steve Young have informed the blighted property that she has secured a quote for the demolition of her property at 61 2nd Mill Street. Walt Elmquist, Janelle Johnson, Zane Johnson, John Elmquist, Walt Elmquist and Natalie Elmquist holding tank permit was approved for their new camp that they will be constructing. They have also received a UCC Recreational Cabin Affidavit from the Township for this camp at 264 Duck Eddy Lane.

April 5th is the next meeting of the Warren County Planning & Zoning Commission and on the agenda under the Blighted Property Review Committee is the Property at 4582 Route 6 owned by Harbour Portfolio, and 4031 Route 6 owned by Michael J. Akers.

Joanne Culbertson of Burns and Burns has cancelled our police car and police coverage with Selective and was asking us of any other changes so she can check to make sure we are still on track with Selective. She also asked if the Supervisors need her to stop in and go over the coverage with them or even look for different carriers, she can do that. She wants you to know that she is available for any of our suggestions. Supervisor Paris has contacted Lieutenant Barr of the Warren County Jail in getting a crew together to help with the painting of the curbs in Sheffield.

Supervisor Labesky reviewed the Parks & Recreations and Tree Committee meeting. Mark Sprandle will be hired to work with the road crew this summer. Mark is a Sport Management major at Clarion University and needs 270 hours of community services hours working on parks and sports fields and can use his employment with the township towards these hours. Mark will assist the road crew on roadwork at which time he will be paid and hourly rate to be set by the Supervisors.

The next meeting of the supervisors will be at 7:30 p.m. Monday, April 18, at the Sheffield Hospitality Center.

Today and Sunday is the second Annual Tim Crisman Memorial Bowling Tournament at the Bowlaway Lanes in Sheffield. This year’s tournament is in honor of Jim Wagner II and all proceeds go to help with any expenses incurred due to his recent health issues.

Shift times are Saturday, April 2 at 2:30PM, 4:30PM and 7:30PM and on Sunday at 2:30 PM and 4:30PM. To enter a team contact Mike Barr at 688-4029. Boosters Golf Scramble

The Sheffield Sports Boosters will be having their annual golf scramble at Cable Hollow on Saturday, May 21 with shotgun start at 1:30 p.m.

The menu for the week will be: Monday, chicken on noodles, veg. & applesauce. Thursday brings open faced Turkey sandwich, mashed potatoes, veg and pears. Friday enjoy Grilled cheese and Tomato soup & dessert.

Some of this week’s highlites will be Tuesday the Sheffield Kitchen Band will have a practice session at 10 am at the Center. If you would like to have fun and have a rewarding experience join the band, call us we are always looking for people. The Band already has invitations to play for several places in the area.

Start the day Thursday by attending the Advisory Council meeting at 10:30 a.m., we will be planning workers for the Community Chicken & Biscuit dinner April 20 from 4:30-6:30 by donation. Enjoy a full dinner plus homemade desserts, by some of our best bakers!
