Scott, 47, Russell, was charged by Warren-based Pennsylvania State Police on Oct. 26 with DUI: General impairment – incapable of safe driving – first offense, driving an unregistered vehicle, fail to carry registration, driving without a license, operating a vehicle without required financial responsibility, fail to keep right, careless driving and fail to use safety belt from an incident that occurred on Sept. 12 in Pine Grove Twp.

Possession with intent to deliver. Donald S. Seither, 32, Warren, was charged by City of Warren police on Oct. 23 with five counts of possession with intent to deliver, four counts of possession of a controlled substance, four counts of possession of drug paraphernalia, possess instrument of crime with intent, driving an unregistered vehicle, operating a vehicle without required financial responsibility and fail to carry license from an incident that occurred on Oct. 22 in the City of Warren.

Pine Grove Twp.

Theft. Warren-based Pennsylvania State Police responded to a Priest Hollow Rd. residence on Oct. 21 for a report of identity theft. Police met with an 80-year-old female who received a scam email to update her computer security. Police say the scam requested gift cards as payment. Police say the victim contacted police before further action occurred.

Theft. Warren-based Pennsylvania State Police received a report from a Page Hollow Rd. resident that a Biden political sign was stolen from his yard by someone with a white car on Oct. 23.
