Possession. Ashley A. Jipson, 28, Warren, was charged by Warren-based Pennsylvania State Police on June 12 with possession of drug paraphernalia from an incident that occurred on June 12 in the City of Warren.

Theft. Angel L. Phelps, 32, Warren, was charged by Warren-based Pennsylvania State Police on June 12 with theft by unlawful taking from an incident that occurred on May 22 in Sheffield Twp.

Possession. Clayton J. Detrick, 19, Kane, was charged by Warren-based Pennsylvania State Police on June 12 with marijuana — small amount personal use and possession of drug paraphernalia from an incident that occurred on March 25 in Mead Twp.

Pine Grove Twp.

Theft. Warren-based Pennsylvania State Police reported that a known 64-year-old male, Howard Rd., Russell, had a fraudulent charge of $242 made on his bank account at a hotel. Anyone with information is asked to contact police.

Sugar Grove Twp.

Crash. Warren-based Pennsylvania State Police report that a Ford F250 Supercab was traveling north on Forest St. on June 9 at 11:30 a.m. when a front tire blew out, causing the vehicle to travel off the roadway and strike a corrugated metal pipe and then an embankment. Police say the vehicle was towed from the scene by an unknown flatbed truck and that the driver, who is unidentified, left the scene before notifying the property owner of the crash.
