Defendants sentenced in county court

The following sentences were handed down by President Judge Maureen Skerda on Friday during sentence court proceedings at the Warren County Courthouse:

¯ Krystal L. Beil, Warren, to three years probation including 90 days incarceration and six months of house arrest with electronic monitoring, $1,525 in fines and fees, 100 hours of community service, work release eligibility, submission of a DNA sample, parenting classes, mental health treatment and to spend no time around children without the supervision of another adult on a count of simple assault.

¯ Rick A. Bingman, Titusville, to six months probation including 72 hours incarceration and up to 30 days house arrest with drug patch, $1,550 in fines and fees, participation in the alcohol highway safety school and victim impact panel programs, a one year license suspension, 15 hours of community service, work release eligibility, and outpatient drug and alcohol treatment on a count of DUI: Controlled substance/impaired ability – first offense.

¯ Brittany C. Breon, Warren, to six months probation including 30 days incarceration and 60 days house arrest with SCRAM monitor, $1,375 in fines and fees, participation in the alcohol highway safety school and victim impact panel programs, a 12 month license suspension, 30 hours of community service and work release eligibility on a count of DUI: High rate of alcohol – second offense. Skerda ordered that Breon may be released to inpatient treatment. Breon was fined a total of $70 on a count of illegal park stand double.

¯ Thomas V. Christenson, Warren, to 18 days to 90 days incarceration with credit for 18 days time served, a $300 fine and healthy relationships or anger management training on a count of harassment.

¯ Michael J. Connolly, Erie, to six months to 12 months incarceration with credit for 23 days time served, $800 in fines and fees, 30 hours of community service and work release and early reentry eligibility on a count of possession of a controlled substance in addition to $70 in fines and fees on a count of driving an unregistered vehicle. At a second docket, Connolly was sentenced to five to 10 months incarceration with credit for 103 days time served, $95.20 in restitution, $875 in fines and fees, participation in the COG program and work release and early reentry eligibility on a count of possession of a controlled substance. Skerda ordered that Connolly can be paroled to a treatment facility. Connolly was also fined $300 on a count of retail theft.

¯ Johnny L. Crowley, Warren, to six months probation including 48 hours incarceration, $925 in fines and fees, participation in the alcohol highway safety school and victim impact panel programs, a 12 month license suspension, 15 hours of community service, work release eligibility and drug and alcohol treatment on a count of DUI: High rate of alcohol – first offense. Crowley was also fined a total of $245 on a count of driver required to be licensed, $70 on a count of careless driving and $70 on a count of general lighting requirements.

¯ Keith W. Cyphert, Tidioute, to six month probation including 48 hours incarceration, $1,050 in fines and fees, participation in the alcohol highway safety school and victim impact panel programs, a 12 month license suspension, 15 hours of community service, work release eligibility and participation in the DUI intervention program on a count of DUI: High rate of alcohol – first offense. Cyphert was sentenced to $316.57 in restitution, a $250 fine and 40 hours of community service on a count of accident with damage to attended vehicle/property in addition to $70 each on charges of careless driving and driving on roadways laned for traffic.

¯ Thomas R. Eaton, Clarendon, to 18 months probation, $1,050 in fines and fees, 50 hours of community service, submission of a DNA sample, participation in the COG program and continuing with veteran’s services already offered on a count of simple assault.

¯ Brian T. Faulkner, Tidioute, to six months probation including 30 days incarceration, $725 in fines and fees, participation in the alcohol highway safety school and victim impact panel programs, 15 hours of community service, work release eligibility and drug and alcohol counseling on a count of DUI: General impairment/incapable of safe driving – first offense as well as a total of $70 on a count of general lighting requirements.

¯ Christina A. Flasher, Warren, to charges at three dockets. At one, Flasher was sentenced to one year probation, $625 in fines and fees, a no contact/no trespass order and 40 hours of community service on a count of theft by unlawful taking. At a second docket, Flasher was sentenced to a consecutive year of probation, $39.91 in restitution, $505 in fines and fees and 20 hours of community service on a count of theft by deception. At a third docket, Flasher was sentenced to two years probation, $51.88 in restitution, $725 in fines and fees, a no contact/no trespass order at Walmart properties, 30 hours of community service and participation in the COG program on a count of theft by deception.

¯ Thomas J. Foote, Warren, to two years probation, $625 in fines and fees, a no contact order, 30 hours of community service and to continue with his mental health regimen on a count of simple assault.

¯ Mark E. Hamilton, Warren, to six months probation including 72 hours incarceration and 30 days house arrest with SCRAM monitoring, $1,850 in fines and fees, participation in the alcohol highway safety school and victim impact panel programs, a 12 month license suspension, 45 hours of community service, work release eligibility and participation in the DUI intervention program on a count of DUI: Highest rate of alcohol – first offense as well as $70 each on charges of driving on right side of roadway, driving on roadways laned for traffic and careless driving.

¯ Hunter C. Houser, Clarendon to 90 days to two years less one day incarceration with credit for two days time served, one year probation, $1,075 in fines and fees, 100 hours of community service, work release and early reentry eligibility and participation in the COG program on a count of firearm not to be carried without a license.

¯ Thomas E. Malone, Warren, to one year probation, $191.96 in restitution, $425 in fines and fees, 30 hours of community service and participation in the COG program on a count of bad checks.

¯ Glenn M. Minnis, Warren, to five years probation including 90 days incarceration, inpatient treatment and up to 90 days with SCRAM monitoring, $2,875 in fines and fees, participation in the alcohol highway safety school and victim impact panel programs, an 18 month license suspension, 60 hours of community service, work release eligibility, submission of a DNA sample and drug and alcohol treatment on a count of DUI: Highest rate of alcohol – second offense as well as $345 in fines and fees, a 90 day license suspension and a 90 day vehicle registration suspension on a count of required financial responsibility.

¯ Damien L. Parisi to five months to 10 months incarceration with credit for 107 days time served, two years probation, $2,025 in fines and fees, 100 hours of community service and submission of a DNA sample on a count of conspiracy (criminal trespass) as well as three to six months incarceration, one year probation, $7,569.26 and 50 hours of community service on a count of conspiracy (theft by unlawful taking). At a second docket, Parisi was sentenced to two years probation, $3,002.85 in restitution, $1,825 in fines and fees and 50 hours of community service on a count of conspiracy (theft by unlawful taking).

¯ Karen M. Peer, Sugar Grove, to two years probation including 46 days incarceration with credit for 46 days time served making Peer eligible for immediate parole and 90 days of SCRAM monitoring, $1,031 in restitution, $750 in fines and fees, 100 hours of community service, drug and alcohol treatment and participation in the COG program on a count of institutional vandalism.

¯ Sharon L. Phelps, Warren, to five years probation including 30 days incarceration and 60 days house arrest with SCRAM monitoring, $2,450 in fines and fees, participation in the alcohol highway safety school and victim impact panel programs, an 18 month license suspension, 30 hours of community service, work release eligibility, submission of a DNA sample and drug and alcohol treatment on a count of DUI: Highest rate of alcohol – second offense in addition to a total of $70 on charges of driving on roadways laned for traffic and careless driving.

¯ Roxanne M. Pskowski, Warren, to three years probation, $817.99 in restitution, $1,675 in fines and fees, 50 hours of community service, submission of a DNA sample, participation in the COG program and compliance with a mental health regiment on a count of theft by unlawful taking.

¯ Harry S. Snyder, Warren, to charges at two dockets. Snyder was sentenced to 10 to 20 months incarceration, $775 in fines and fees, submission of a DNA sample and compliance with a mental health regimen on a count of intimidation of witnesses or victims. At a second docket, Snyder was sentenced to three to six months incarceration to be served concurrently, $925 in fines and fees, a no contact/no trespass order, 15 hours of community service, an anger management program and mental health treatment on a count of disorderly conduct as well as two years consecutive probation on a count of resisting arrest.

¯ Steven R. Snyder, Warren, to 200 days to two years less one day incarceration with credit for 200 days time served, $1,675 in fines and fees, a no contact/no trespass order, 30 hours of community service, submission of a DNA sample, participation in the COG program and a mental health evaluation and compliance with recommendations on a count of terroristic threats.

¯ Ronda A. Storms, Russell, to one year probation, $41.60 in restitution, $450 in fines and fees, a no contact/no trespass order for Walmart property, 30 hours of community service and participation in the COG program on a count of retail theft.
