Possession. Kenneth I. Anderson, 24, of Warren, was charged with marijuana – small amount personal use, use/possession of drug paraphernalia, driving an unregistered vehicle, and exceed 55 mph by 5 mph on Monday, Feb. 3, by Pennsylvania State Police.
