Crescent Park bids back, headed to council for approval

City of Warren officials have been working to bring about a rehabilitation project for several years.

Hopefully, the third round of bids is the charm.

This is the third time this project has gone out for bid — the first time the bids were substantially over budget and the state rejected some of the second round of bids, which came in well, because only one firm submitted a bid.

Department of Public Works Director Mike Holtz said the third round “came in very well” and that the bids will be before Warren City Council on April 19.

“(We) hope to have it all good,” he said. “All of the items were able to be kept in the project, including the lights.”

Proposed improvements to the park include trail work, lights, new restroom facilities, parking and other infrastructure work.

Holtz said, if approved, the project would be completed this summer.

“It’s been a long time coming,” he said. (We’re) really excited to have it go. We got enough bids and the bids came in at good prices.”

The city’s Department of Public Works is taking on some of the work — for example, rehabilitation of the trail, laying of the electrical conduit. That will help bring the overall cost down.

And the second and third bids were prepared with alternatives — City Manager Nancy Freenock previously said it would provide a “shopping list” of the various aspects of the project. That would empower the city to pick and choose elements to stay under budget.

The project was also part of a string of convoluted council votes that required a special meeting to fix.

Ultimately, council agreed to allocate $175,000 for the project but that was after council voted to defund the project and remove the $175,000 from the budget entirely.

That action was ultimately rescinded in the wake of the virtual meeting format resulting in some councilmembers not being able to hear and not voting as intended.
