12 properties sell at upset tax sale

A total of 12 of 54 properties that were part of Monday’s upset property tax sale now have new owners.

Tax Claim Director Phil Gilbert said the sale went well.

“(We) had under 60 (properties) which is what I was shooting for,” he said.

If a property doesn’t sell at next week’s sale, the current owner would have a change to pay but would then, at that point, have to pay all delinquent taxes on file. No partial payments would be able to be accepted.

The properties that didn’t sell will now go through the judicial sale process, where they will be sold free and clear of mortgages and liens.

The City of Warren also purchased a property at the sale — 423 Rankin St. — for $7,736.63.

Warren City Council last week transferred two properties to the Redevelopment Authority earlier this month that it seized via acting on liens for unpaid sewer debt. City Manager Nancy Freenock confirmed that the Rankin St. property is also one of those properties with sewer debt.

One notable property — 219 Liberty St., formerly the Brick House — did not sell on Monday. The property is the focal point of a grant application for blight remediation funds to rehabilitate the structure. The county has a competing application for funds — up to $300,000 — through the state Department of Community and Economic Development.

Here are the remaining properties that sold on Monday, per information provided by the Tax Claim office and county assessment records: 381 Abraham Hollow Rd. by BSRE Holdings LLC for $6,386.86; an island on Conewango Creek by PPNG Investments for $3,000; 2016 Jackson Ave. by BSRE Holdings LLC for $10,451.09; Lot #20 Ziegler’s by Jason Green for $511.57; .23 acres of residential vacant land by Property Dev LLC for $2,500; 21 acres with a mobile home by Property Dev LLC for $11,000; 1465 Rt. 62 by Property Dev LLC for $7,700; .63 acres of residential vacant land by Property Dev LLC for $3,600; a parcel identified as Rt. 337 near Cobham Hill by Dylan Brown for $626.46; 237 Buchanan St., Warren, by Dylan Brown for $3,210.44; 120 Frank St., Warren, by Faris Holdings LLC for $14,500.
