August 25, 2014
Times Observer photo by Rob Andersen , Times Observer

A large crew from Russell Standard began paving Third Avenue at the intersection with Hickory Street in downtown Warren on Sunday evening. The workers swept and shoveled debris from the roadway, then an oil truck sprayed a "tack coat" to help insure a bond between the new and old asphalt. Paving will continue Monday night, from 6 p.m. until 6 a.m. Tuesday. The work is being accomplished at night to avoid traffic concerns.
