The Warren County Blighted Property Review Committee met Thursday and received an update on the Warren County Redevelopment Authority's Tuesday meeting from RDA Chairman John Zavinski.
He spoke of the Miller (formerly Truver) property in Clarendon, saying the RDA sent a letter requesting temporary access through the adjoining property belonging to Joseph Johnson in order to facilitate proposed demolition; the Hecei property, on E. Fifth Avenue, which the RDA is in the process of establishing a conservatorship over; the properties at 119, 121 and 123 Front Street, in Glade Township, where a couple is allegedly willing to demolish and rebuild a new house; and the Passinger property, in Russell, where a neighbor is also hoping to demolish a condemned building and clear the lot for a camper and creek-front fishing.
Zavinski noted that action on the Anzietta Diperro property, in Sheffield Township, has been tabled pending refurbishing plans from John Diperro and action on the property belonging to John Filiatrault at, 106 Hall St., Sheffield, is awaiting further contact with the owner, who is incarcerated in the Warren County Jail.
He also reported that the Dickey parcel, at 706 S. Main St., Sheffield, has been almost entirely cleaned up, and property belonging to Jack and Jennifer Hackley, in Sheffield Township, is scheduled for demolition in late May by the owners.
In new business, Chairman Paul Pascuzzi presented two new properties forwarded by the Pleasant Township Supervisors. A trailer and lot owned by Tonya Elletson, at 121 Farm Lane, is unoccupied, needs substantial rehabilitation, attracts vermin, is an attractive nuisance to children, is a fire hazard and has overgrown vegetation. The parcel was up for judicial sale, but there were no bids. A nuisance order was executed last August and no taxes have been paid in the last three years.
Pascuzzi said, "The resolution was adopted in August (by township supervisors) and meets the criteria for blighted properties."
A motion was made by Chuck Barone to ask the owner to come to the next meeting and was approved.
Pascuzzi introduced the second property, owned by Dave and Judith Smith, at 463 Pleasant Drive.
He said, "The gutters are coming down, the roof has a hole in it, there are structural signs of rot, it is unsafe and unsanitary and has utilities."
A nuisance order for the property was issued in August 2012.
A motion to invite the owner to the next meeting in order to discuss the property was passed.
Committee member David Wholeben said, "Let's get his (Smith's) side of the story."
