How's this for a solution?
Keep the Pennsylvania Liquor Control Board (together with all the Wine and Spirits Shoppes) intact, and allow them to operate as they currently do.
And - allow stand-alone stores, grocery stores, convenience stores, drug stores, whatever, to sell beer, wine and liquor.
Allow both formats to provide the product as best they can. The one that succeeds is the one that succeeds (and conversely, the one that fails is the one that fails - just like in the competitive real world of private enterprise).
Simple, huh?
