Cited. Warren City Police said Brian Garges, 23, Warren, was cited for public drunkenness and disorderly conduct on Dec. 1 after officers were flagged down by employees from a local establishment and told that Garges was intoxicated and combative.
Charged. Warren City Police said Rob Baker, 30, Warren, was charged with simple assault, unlawful restraint, harassment and disorderly conduct on Dec. 2 after officers responded to a reported domestic dispute. Police said Baker was arraigned before District Justice Gregory and remanded to the Warren County Jail on $50,000 bond.
Charged. Warren City Police responded to a one-vehicle accident near the intersection of Madison Avenue and Buchanan Street at 3:51 a.m. on Nov. 30. According to police, a vehicle had hit a utility pole and the driver had fled the scene on foot. Police said the driver, Joseph Passerell, 34, Warren, was located a hour later in downtown Warren in a highly intoxicated state with injuries from the accident. Police said Passerell was taken into custody and charged with three counts of DUI, accidents involving death or personal injury, drivers required to be licensed, stop signs and yield signs, driving at a safe speed, driving upon sidewalk, careless driving, reckless driving, accidents involving damage to an unattended vehicle or property, and immediate notice of accident to police department.
Charged. Warren City Police said Nathan Nulph, 26, Warren, was charged with simple assault and disorderly conduct after officers responded to a reported domestic dispute on Dec. 2. Police said Nulph was arraigned before District Justice Gregory and remanded to the Warren County Jail on $50,000 bail.
Charged. Warren City Police sand Michael Kiser, 52, Warren, was charged with simple assault, recklessly endangering another person, and harassment after officers responded to a reported domestic dispute on Dec. 1. Police said Kiser was arraigned and remanded to the Warren County Jail on $8,000 bail.
Cited. Warren City Police said Shawn Gutshall, 25, and Kristyn Hyde, 21, both of Warren, were cited for harassment on Nov. 29 after officers responded to a reported domestic dispute at their residence.
Conewango Twp.
Retail theft. Three people were charged with retail theft following an incident at Wal-Mart at Warren Commons, North Warren, at 12:30 p.m. Nov. 28 in which they left the store without paying for items and fled into New York State before being caught. According to Conewango Township Police, loss prevention personnel at Wal-Mart attempted to stop two males as they took several items from the store without paying, and then fled north on Route 62 in a burgundy Ford Taurus. Police said they contacted the Chautauqua County Sheriff's Office and deputies stopped the vehicle on Route 60/62. Police said a third person in the vehicle was identified via video surveillance as someone who had taken a Blue-Ray DVD player from the store without paying for it. Sheriff's deputies took all three into custody for receiving stolen property and the vehicle was impounded. According to police, Angel Ortiz-Rodriguez, 35, Jamestown, N.Y., and Louis Figueroa, 36, Jamestown, were charged with misdemeanor retail theft and conspiracy to commit retail theft due to their prior criminal histories. Josue Omar Arce-Roman, 33, Olean, N.Y., was charged with felony retail theft and conspiracy to commit retail theft due to his prior criminal history. Police said Ortiz-Rodriguez had unrelated outstanding warrants and Figueroa was on parole in New York State. Township Police said they hold warrants for all three suspects and they will be charged as fugitives from justice by the Chautauqua County Sheriff's Office, then extradited to Pennsylvania to face retail theft charges.
Charged. Conewango Township Police responded to a one-vehicle accident on River Road just west of Preston Road at 1:30 p.m. Dec. 3. According to police, Ty Anthony Lampshire, 22, Warren, was traveling at a high rate of speed, failed to negotiate a right-hand curve, crossed over the roadway to his left and hit guide rails, crossed back over the roadway and drove through a 10-foot-high chain link fence. Police said Lampshire then drove to an undamaged section of the fence and attempted to crash through it to get back on the road, but his vehicle became hung up. Police said Lampshire was taken to Warren General Hospital for a blood test and his BAC was more than twice the legal limit. Police said Lampshire was charged with DUI, unable to drive safely and for being over the legal limit, not having a valid license, reckless driving, driving on roadways laned for traffic, unauthorized use of a motor vehicle and criminal mischief.
Sugar Grove
Retail theft. Employees at Kwik Fill gas station, Routes 957 and 69, reported to Warren-based state police that two male suspects entered the store to buy cigarettes and pay for gas between 3 and 3:15 a.m. Dec. 2. According to police, one of the suspects stole items and left without paying for them; both males left in a white car. Anyone with information is asked to contact the state police or Crime Stoppers.
Erie County
Theft. Carrieann Eccles, 35, Columbus, reported to Corry-based state police that between 7 p.m. Nov. 30 and 2 p.m. Dec. 3 someone entered her unlocked Ford Escape that was parked at 12250 Route 6, Lot 11, Wayne Township, and took three new video games and 20 music CDs.
Youngsville
Bad Check. The Youngsville Borough Police Dept. reported that Ann Hutchison, Youngsville, on Aug. 30, wrote a bad check to The Galley Restaurant for $40.87. On Sept. 6, she wrote a bad check to Dicks Service Center for $20.00, and on Sept. 13 wrote a second bad check to Dicks Service Center for $60.02. All three checks were returned due to insufficient funds. She has been charged with three counts of bad checks.
Bad Check. The Youngsville Borough Police Dept. reported that Richard Danielson, Spring Creek, wrote two bad checks to The Galley Restaurant on Sept. 18 for $40.00 and $60.00. Both checks were returned due to insufficient funds. He has been charged with two counts of bad checkds.
Theft of property lost, mislaid, or delivered by mistake. The Youngsville Borough Police Dept. has investigated a lost/stolen cellular telephone from the Youngsville Elementary Middle School. The phone was reported stolen on Nov. 15. The cellular telephone has been recovered by the police and returned to the owner. Charges are pending on a YEMS 13-year-old student that had the phone, who used it many times over a 5-day span.
