Brent Carlson of Lakeshore Paving of Jamestown, N.Y., applies a layer of paint to the new pavement at the intersection of Pennsylvania Avenue and Liberty Street in Warren. The intersection was closed to traffic from about 8:30 a.m. to 4 p.m. Tuesday as the crew milled off an inch and a half and put down two inches of new top.
