Smoothing out the bumps
Pennsylvania Avenue between Market and Liberty streets in downtown Warren will be closed to through traffic from 8:30 to 1 p.m. Wednesday to allow for paving over the utility trench pictured above, according to Department of Public Works Director Mike Holtz. The trench was dug to provide new electrical service to the Northwest Savings Bank expansion that is under construction.
