Another black eye

It seems the list of things to clean up from the city's previous administration continues to grow.

Some things are obvious, like the facade of the would-be Allegheny Center for the Arts Building on Liberty Street. Others are more subtle, like Tuesday's revelation that the city's building inspections department did not possess the proper certifications for commercial building inspections when its officers were doing those things last spring.

As a result, the current administration is scrambling for quick certification to cover commercial inspections during the time that its designated inspectors are languishing in the penalty box.

"The qualifications are not in question. It's the paperwork," according to the city's building code officer, who will forego that title or the duties that go with it for two years.

Unless the duties are handled by the police, fire and public works departments, most of what transpires in city government is paperwork.

Obviously, someone was asleep at the switch sometime in the near past.

While most of the inspections handled by that department are residential and won't be affected by the state sanctions, it's just one more black eye yearning for a piece of raw meat.

"We've made adjustments and are going to move on," said the building code officer.

"We're going to land on our feet," said the assistant city manager.

There seems to be a lot of that lately within the confines of the Warren City Municipal Building.

One can only hope that the new city manager, who has only been on the job a few weeks, is up to the task of sorting out the messy details of lax paperwork and tragically poor fiscal oversight that seem to have been a hallmark of city government for some time.
