Crash. Warren City Police responded to a two-vehicle crash at the intersection of Jackson Avenue and Buchanan Street on Aug. 19 at 10:48 p.m. According to police, Stephanie A. Appling, Warren, was southbound on Buchanan Street and did not stop at the stop sign at the intersection of Jackson Avenue and struck a vehicle driven by Jeannette Franklin, Warren, which was traveling west on Jackson Avenue. Police said Franklin told them that she saw Appling run the stop sign but did not have time to get out of the way before her vehicle was struck on the passenger front fender and tire area. Police said a witness observed and accident and said that she saw Appling back up her vehicle and leave the scene, and that an additional witness southbound on Buchanan Street noticed an accident had occurred and stopped to check on Franklin. Police said the witness then followed Appling west on Jackson, north on Glenwood Street, north onto Buchanan Street and east onto Jefferson Street where Appling went off the road and into the front lawn of 106 Jefferson, almost hitting the house. Appling stopped for a few moments, according to police, and then backed up and went east on Jefferson Street where police stopped her. Police said both Appling's and Franklin's vehicles received severe damage and were towed from the scene. Appling was arrested and charged with DUI: highest rate of alcohol, general impairment, accident involving damage to attended vehicle, stop signs, and yield signs.
Rape of a child. Warren City Police reported that following an investigation into a complaint received on July 11, Kelly E. Patz, Warren, was preliminarily arraigned Aug. 23 on charges of rape of a child, statutory sexual assault, involuntary deviate sexual assault, involuntary deviate sexual intercourse, aggravated indecent assault, indecent assault and corruption of minors. Police said he allegedly engaged in inappropriate behavior with a male victim when the victim was between the ages of 10 and 14 and Patz was 26 to 30 years old. The incidents allegedly occurred between 1998 and 2002.

Crash. Marienville-based state police responded to a one-vehicle accident on Forest Road 105, one mile west of Coopertrack Road, at 12:05 p.m. on Aug. 21 According to police, Ricky L. Evans, Indianola, Pa., was attempting to pull a tree over with a 2006 Chevrolet Silverado. The tree fell on top of the truck, police said, knocking Evans unconscious. The vehicle traveled east approximately 110 feet and went off the road on the south side. The vehicle then traveled an additional 75 feet over a small embankment, striking a large rock with its left front tire and a large tree with its front. Police said Evans was flown to UPMC Hamot in Erie for treatment. Assisting at the scene were Clarion Hospital ambulance and Sheffield ambulance.

Mail scam. Conewango Township Police reported that a resident of North Warren received a letter in the mail on Aug.13 from Velencia, Spain, which claimed he had won a multi-million-dollar lottery. Police warned residents who receive scams should not respond in order to avoid becoming a victim of identity theft or theft by deception.
