Warren

Possession. Warren City Police charged Michael S. Anderson, Warren, after he was found to be in possession of two hypodermic needles and a pipe used to smoke and ingest bath salts at 11:42 a.m. on July 28 while being taken into custody on a warrant from Adult Probation.

Disorderly conduct. Warren City Police reported that Brian W. Smith, Warren, and William E. Smith, Clarendon, were both cited after they engaged in a fight at 11:20 p.m. on July 29 in the Elm Street parking lot.

Harassment. Warren City Police reported that Robert B. Young and Kevin S. Jackson, both inmates at Warren County Jail, were cited after an investigation into an alleged fight that caused injury to both individuals. The incident occurred at approximately 3:45 p.m. on July 30.

Simple assault. Warren City Police reported that a criminal complaint was filed charging Christopher B. Rockwell, Warren, after he was allegedly involved in a domestic dispute with a known female at his residence at 11:45 a.m. on July 29.

Arrest. Pennsylvania State Constables reported that Aaron Arthur Johnson Jr. ,Warren, was arrested and taken before District Justice Glenn Carlson on July 31 to face charges for failure to pay fines and costs on multiple traffic violations. Johnson was released pending further court action.

Conewango Twp.

Arrest. Pennsylvania State Constables reported that Shawn Dibble, Warren, was arrested on July 31 and charged with failure to pay fines on multiple traffic violations. Dibble appeared before District Justice Glenn Carlson and was remanded to Warren County Jail.

Glade Twp.

DUI. Warren-based state police arrested Joseph Andrew Krall, 30, Pittsfield, for DUI, possession of drug paraphernalia, public drunkenness and other related summary violations after officers were dispatched to a residence for a reported disturbance. Police said Krall was operating an ATV on private property and was told to leave; he then drove the ATV to a residence to confront the property owner, who called police to report the disturbance. Police said when Krall was arrested, he was found to be in possession of drug paraphernalia.

Mead Twp.

Statutory sexual assault. According to Warren-based state police, Sandra L. Reynolds, 70, of Tiona facilitated a sexual relationship between a 15-year-old female and a known male who was four or more years older between March 1 and Aug. 15, 2011. Reynolds was arraigned before District Justice Laura Bauer on July 26 and released on her own recognizance.

Pittsfield Twp.

Retail theft. Warren-based state police reported that James Sullivan, Garland, removed numerous items from Kwik Fill at 1:30 p.m. on July 31 with a total value of approximately $20. Police said Sullivan was apprehended and processed a short time later. Charges have been filed through District Justice Cynthia Lindemuth's office for retail theft.

Pleasant Twp.

Theft. Warren-based state police report Jason S. Frangione is accused of manipulating the cash register sales receipts at the Pleasant Drive Country Fair to take a verified amount of $664.20 between July 12 and July 22, 2012. Police said the investigation continues as Country Fair officials review further documentation to determine if additional funds have been stolen. Police said Frangione has been charged with one count of theft by unlawful taking.

Clarendon

Possession. Warren-based state police said they were assisting a state parole agent at approximately 4:30 p.m. on July 30. During the course of the state parole check, the known subject, a white male, was found to be in possession of drugs. Police said the items were sent off for testing and and investigation continues. He has been charged with possession with intent to deliver, conspiracy for possession with intent to deliver and possession.

Sugar Grove

Theft. Warren-based state police report someone used account information belonging to Timothy Shelton, 47, to purchase $488.81 worth of merchandise from Nordstrom Department Store, Garden City, N.Y. Anyone with information is asked to contact the state police or Warren County Crime Stoppers.

Tidioute

Charged. Tidioute Borough Police have filed charges against Alexander Layden, last known address 10194, Route 6, Tiona. Layden is being charged with two counts of burglary, two counts of criminal trespassing, four counts of prowling and loitering and four counts of disorderly conduct in connection with events on July 23. Anyone knowing Layden's whereabouts is asked to contact Tidioute Police at 730-0441.
