All trends end: the good, the bad, and the ugly. However, a trend in motion continues until it ends. The town of Warren (worn) had a time-worn trend when it comes to city managers, and it hasn't been good, it's been ugly.
With a new manager about to enter into the workings of city government, maybe there will be a bright, new dawn "upon the banks of the Allegheny?" If not, the town would be a lot better off if the position were filled via a water closet. The purchase price of $45 is a heck of a lot cheaper than $90,000 plus benefits. On a worse case scenario basis, if things don't go right, it's just a matter of pulling the handle.
