Warren

Cited. Warren City Police reported citing Tina M. Davis, 1618 1/2 Pennsylvania Ave. East, with confinement and housing of dogs violations at approximately 1:16 p.m. on May 23. According to police, Davis failed to secure her dog and it went onto a neighbors property and bit him on his hand.

Disorderly conduct. Warren City Police reported citing Joshua A. Howard, Sugar Grove, for disorderly conduct at approximately 10:09 p.m. on May 3. According to police, Howard pulled a black air soft pistol from his vehicle in the parking lot of 25 Pennsylvania Ave. East alarming people in the area.

Conewango Twp.

Retail theft. Personnel at Wal-Mart reported to Conewango Township Police that Joseph S. Nowacki, 448 East Main St., Youngsville, aided by a known 15-year-old female, allegedly concealed $25.97 worth of merchandise without paying for it at approximately 5:20 p.m. on May 31. According to police, summary counts of retail theft were filed against both through District Justice Laura Bauer's office.

Sheffield

Crash. Warren-based State Police reported that Chad A. Rumsey, Ludlow, was driving a 2001 Saturn SL south on Rt. 666 with passenger Stacy L. Rumsey at 9:55 a.m. on June 1. According to police, Rumsey was negotiating a right hand curve when his vehicle crossed over into the oncoming lane, onto the eastern berm. Police said that the SL traveled approximately 33 feet prior to hitting a guide rail and then a bridge with its front bumper. Police reported the SL's rear shifted approximately three feet to the right upon impact. Rumsey's vehicle came to rest against the guide rail facing southeast. Police said that the driver was charged with maximum speed limits.
