Involuntary deviate sexual intercourse. Warren-based state police said they arrested Howard W. Confer, 39, Warren, after an investigation into his interaction with a known female juvenile between January 2003 and December 2005. Confer was arraigned before District Justice Gergory. Police said bail was set at $50,000 and Confer was committed to the Warren County Jail.
