DUI. Warren city police stopped Troy A. Deaton, Conroe, Texas, at 100 Market St. for driving without a rear lighting system at 12:47 a.m. on Wednesday. Upon investigation, police found that the headlamps had not been turned on and that Deaton was under the influence of alcohol. According to police, Deaton is being charged with not adhering to general lighting requirements, DUI general impairment, and DUI highest rate of alcohol.

Rape. According to Warren city police, Daniel Shelley, 19, 5407 Rte. 957, Russell, was taken into custody and charged with rape, involuntary deviant sexual intercourse, aggravated sexual intercourse, indecent assault, unlawful restraint, and interference with custody of children. A police officer encountered Shelley and a 14-year-old female at 4:36 a.m. Tuesday in the Point Park area. Shelley allegedly engaged in unwanted sexual intercourse with the victim, taking her clothes off, police said.

Warrant arrest. Pennsylvania State Constables arrested Matthew James Gray, 23, 218 N. Carver St., at 7 p.m. on Monday on an outstanding arrest warrant with District Justice Zerbe's office for forgery and theft by unlawful taking. Gray was taken before District Justice Bauer and remanded to the Warren County Jail.

Warrant arrest. Pennsylvania State Constables arrested Joel Brexen Forsgren, 27, 418 Water St., at 11 a.m. on Wednesday on a bench

warrant issued by District Justice Zerbe's office for public drunkenness and misconduct. According to police, Forsgren was taken before District Justice Zerbe. Forsgren paid fines and costs and was released, police said.
