Wendy Sue Beck and Angel A. Masangcay of Erie have announced their engagement. She is the daughter of Sheila K. Skinner of Warren, and he is the son of Angelina and Robert Masangcay of Union City. They will be married on Sept. 10, 2011, at St. Joseph Church, Erie.
